Description
The Federal Bureau of Prisons, Field Acquisition Office, Mid-Atlantic Regional Office in Annapolis Junction, Maryland, seeks to negotiate a multiple award, indefinite delivery indefinite quantity contract (ID-IQ) for miscellaneous professional architectural/engineering services required in support of Facilities Programs for existing Federal Prisons within the Mid-Atlantic Region which consists of the following state locations: Maryland, West Virginia, Virginia, North Carolina, Kentucky, and Tennessee. The multiple award indefinite delivery indefinite quantity contract is anticipated for a one-year base period, with the possibility of four one-year option periods for each contract awarded. It is anticipated that three contracts will be awarded, however, this is not guaranteed. Each contract awarded will have a guaranteed minimum of $40,000 per year with an estimated maximum amount of $2,000,000 per year. All services will be accomplished by issuance of individual task orders. Services include, but are not limited to the following: performance of site surveys and subsequent development of plans and specifications for physical plants and infrastructure systems; certification by qualified professionals that existing facilities comply with relevant codes and regulatory requirements; performance of life cycle cost analyses as required to make planning and design decisions; Leadership in Energy and Environmental Design (Leed), not limited to water efficiency, energy and atmosphere, materials and resources, indoor environmental quality which will provide maximum optimum potentials for energy conservation, and environmental compliance; fire alarm compliance with existing facilities for renovation and rehabilitation projects; telecommunications and detection systems; compliance with National Historic Preservation Act to meet standards set forth in Title 36CFR Part 61; preparation of various technical and feasibility studies, surveys, analyses, and reporting; performance of various testing services; development of design and construction documents; development of independent cost estimates and future budget projections; review and analysis of and reporting on contractor submittals; participation in construction inspections; and assistance with the development of and management of databases associated with Facilities Programs. Firms will be selected in accordance with FAR 36.602-1, Selection Criteria. Consideration for selection will be based upon the following criteria: Firms Capacity and Capability/Technical Competence -20% (Size and make-up of the firm and consultants and available personnel by discipline); Proposed Project Team and Organization/Specialized Experience - 40% (key personnel and consultants and professional qualifications and relevant experience - individually and as a team); and Experience and Past Performance - 40% (Experience of the firm?s project team and consultants with projects of comparable size and complexity). Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting SF-330, Architect-Engineer Qualifications, as well as any other supplemental data (firm brochures, photographs of work, etc.) - See Numbered Note 24. The initial evaluation of interested firms will be conducted by evaluating submittals in accordance with the specified criteria. The data must be concise and address the specific categories. Submit a total of five copies to Nanette Edwards, Contract Specialist, Federal Bureau of Prisons, Mid-Atlantic Regional Office, Junction Business Park, 10010 Junction Drive, Suite 100-N, Annapolis Junction, MD 20701. Submissions must be received no later than June 20, 2005, at 2:00 PM, EST. Failure to submit all required information may result in rejection of your response and will not be considered. The Government reserves the right to approve or disapprove of any or all proposed subcontractor or consultant staff. The firm or joint venture, including consultants, awarded contracts for these required services will not be eligible to compete for contracts to be procured using documents prepared by the contracted firm(s). Consideration will be limited to firms whose primary office is located within a 400 mile radius of the Federal Bureau Of Prisons, Mid-Atlantic Regional Office, Annapolis Junction, Maryland. Design competition requirements do not apply to this procurement. All future information regarding the acquisition, including amendments, will be distributed through the General Services Administration?s Federal Business Opportunities web site http:/www.fedbizopps.gov. Faith Based and community-based organizations have the right to respond equally with other organizations for contracts for which they are eligible. Central Contractor Registration (CCR) requires all contractors/firms doing business with the U.S. Government be registered in the CCR database. This procurement is 100% set-aside for small businesses - See Note Number 1. This notice is intended to provide sufficient information for preparation of the Standard Form 330. This is not a Request for Proposals.
