- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Firm quotes are requested and a written solicitation will not be issued. This is a Request for Quotations (RFQ), and the reference number is F130622.Simplified Acquisition Procedures under the test program for certain commercial items found at FAR 13.5 will be used. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-25 and DCN 20041110. This is a 100 % Small Business Set-Aside. The NAICS code is 532420 and the size standard is 21.M. This requirement is for the lease of sixteen(16) Heavy duty Fax/Copy machines, Cppystar CS 2550 or equal or Equal for the period 01 June, 2005 through 30 September 2005. Following are the salient characteristics of the fax/copy machines: 1. Must be able to produce 25 pages per minute 2. Standard Network print capability 3. Duplex capability 4. Scan and Fax Capability 5. Scan memory to preclude recirculation of documentation of documents to produce multiple copies. 6. Scan One 7. Print letter size copies; 16PPM; Print legal size copies; 13PPM 8.300 X 2 Sheet Paper Drawer, 50 Sheet MPT 9. 50 Sheet Document Processor Document Handler 10. Mono-Component Technology 11. Annual Maintenance Agreement to include repair costs (To be included in lease cost) 12. Maintenance response time is within 24 hours of notification. 13. Full Service, To Include all Parts, Labor, Travel, and Consumables except Paper and Staples. Includes 4000 copies per month Quotations should be submitted in the following format on company letterhead: Lease of fourteen (14) Heavy Duty Fax/Copy Machines Basic period 04 Months (01 Jun 05-30 Sep 05) Quantity - Quantity Unit Price Extended Price - Total Price 4 Months $_______ $__________ The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, (Jan 2004) applies to this acquisition and is addended to add the following: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. To be considered for award, quotes of equal products, must (1) meet the salient physical, functional, or performance characteristics specified in this solicitation; (2) Clearly identify the item by (i) Brand name, and (ii) make or model number; (3) Include descriptive literature of the proposed Fax/Copier such a catalogs, etc, and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5, "Test Program for Certain Commercial Items." Award will be made to the lowest evaluated price quote that meets all the required salient characteristics in the solicitation. Offerors shall include with their quotes, a completed copy of FAR 52.212-3, Offeror Representations and Certifications--Commercial Items; (May 2004), with 52.212-3, Alternate I, (Apr 2002); and DFARS 252.225-7000, Buy American Act-Balance Of Payments Program Certificate, (April 2003).
