Description
The U.S. Army TACOM-Warren, PM Tactical Vehicles intends to award, on a competitive basis, a requirement for an improved Occupant Restraint System for the HMMWV vehciles via Solicitation W56HZV-05-R-0787. A one day, Pre-Proposal Conference is planne d immediately following release of the solicitation. Information concerning the pre-proposal conference, and all other aspects of this requirement, can be found at http://contracting.tacom.army.mil/comveh/seatbelts/seatbelts.htm. Potential offerors are r esponsible to check this website for updated information; no notices will be sent. It is also planned to allow potential offerors access to HMMWVs for their integration and product refinement needs. All responsible proposals will be considered, however, the Occupant Restraint System will be required to use the existing vehicle seats and restraint anchor points of the current HMMWVs (Add on Armor and M1114) and will be required to meet an urgent delivery schedule. Key technical performance requirements su bject to evaluation will, at a minimum, include: Ease/Speed of entry and rapid egress; Easy to locate male and female ends of restraint; Easy to engage and disengage; Buckles and Retractors reliable in sand and mud environments; Retractors that straighten twisted belts; Permits large range of motion during normal use; Be user friendly; Fit a wide range of male and female soldiers wearing Body Armor and combat gear; Single-point quick release; Belts that do not snag on gear; and meet Federal Motor Vehicle S afety Standards (FMVSS). Additional evaluation criteria is expected to include Price, Delivery Schedule, Past Performance and Small Business Participation. The base quantity is expected to be 10,000 restraints (2,500 kits for 4-door HMMWV vehicles). Req uirements planning includes up to an additional 100,000 restraints, (5,000 kits for 2-door HMMWV vehicles/= 10,000 restraints, plus 20,000 kits for 4-door HMMWV vehicles/= 80,000 restraints) within 6 months to a year of contract award. The contractors wil l be required to provide one production representative kit for a 4-passenger HMMWV (4 restraints: 2 front, 2 rear) with their proposal. The Government will review other potential HMMWV and non-HMMWV Occupant Restraint needs, which may increase the quantit ies cited in this synopsis.
