Description
The Jacksonville District is conducting a market survey to identify qualified Service Disabled Veteran Owned Small Business concerns to provide scheduling, project management and program management support services for Jacksonville District Projects. These services consist of providing qualified engineering and construction schedulers and Project Managers to assist Corps Project Managers to schedule, update and resource Jacksonville District projects in the U.S. Army Corps of Engineers P2 module and Primavera Project Manager, as well as to assist Program Managers to develop and document program guidance The scheduling and project management support is for approximately 200 Water Resources Projects at various stages of development. These schedules range from small projects with 5  10 activities to large projects with 100s of activities. The schedulers will work as a part of a Project Management Team and interact with Corps Project Managers and staff in an iterative scheduling and team environment. Project Management support consists of a Project Manager/Engineer and administrative staff to provide supp ort for monthly (note taking and project status) Project Review Board Meetings, assisting Project Delivery Teams prepare Project Management Plans and other project documents and assist Program Managers in the development of program guidance and assessment/ interpretation of data. The applicable North American Industry Classification System code is 541620 with a size standard of $6.0 million for potential service-disabled veteran-owned small business concerns. Any interested service-disabled veteran-owned small business concerns ar e advised of the language in the Federal Acquisition Regulation (FAR) Clause 52.219-27 Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside paragraph (c) which states Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, for(1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned s mall business concerns. Therefore, the Capabilities Statement should realistically demonstrate how the service-disabled veteran-owned small business concern would be able to comply with this clause which would be included in any potential contract. Plea se also note that consultants are considered subcontractors and not employees of the prime contractor. Interested service-disabled veteran-owned small business concerns who have the capability to provide services as defined above are invited to submit, in writing, a Capabilities Statement with sufficient information within a 15-page limitation. Respondents to this market survey should provide their capabilities /expertise in the following areas: (1) Scheduling Public Works and Water Resources Projects with Primavera Software; (2) Project Management of Public Works and Water Resources Projects; (3) Preparati on of Project Management Plans and other documents for Public Works and Water Resources Projects; (4) Working in a fast paced team environment with multi-disciplinary engineering/construction teams; and (5) Ability to use project management software and sy stems to evaluate data and projects. Particular emphasis should be placed on any experience in the above categories involving Corps of Engineers Projects and the Corps of Engineers P2 System. Qualifications of the submitting firm need to be differentiated from proposed subcontractors or mentor firms. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis.
