Description
On or about 1 June 2005, this office will issue Request for Proposals for the construction of Various O&M Projects located at McGuire AFB, New Jersey. Proposals will be received on or about 7 July 2005. This solicitation is unrestricted and open to both large and small business participation. A site visit will be held at the Corps of Engineers Resident Office located at Building 2404 on McGuire AFB, New Jersey on 15 June 2005 from 8:00 a.m. to 11:30 a.m. To register attendance for the site inspection, contact the Resident Engineer (Paul Jawlo ski, U.S. Army Corps of Engineers, McGuire AFB Resident Office, Bldg. 2404, Tuskegee Airmen Avenue, McGuire AFB, New Jersey 08641, Telephone: (609) 754-8139 or FAX: (609) 754-4816. Anyone interested in attending the site visit are required to fax the foll owing information to the Resident Engineer: their name, address, phone number, fax number and Company name on Company Letterhead no later than 10 June 2005. Only registered attendees will be permitted access. Registered attendees with valid drivers licen se and picture identification will be permitted to Check-in at Gate 1 (Main Gate) on McGuire AFB, located off of Wrightstown-Cookstown Road. The only type of motor vehicles that are allowed through Gate 1 is a small vehicle (motor cycles, cars, vans, and pickup trucks). Vehicles and attendees are subject to search. Allow a minimum time of 1/2 hour for security check-in requirements at Gate 1. Drivers of vehicles are required to have valid drivers license, valid proof of insurance for personally owned v ehicles, rental agreement for rental cars, current vehicle registration, picture identification and point of contact with phone number on McGuire AFB. Any questions resulting from the site visit may be sent to the Points of Contact listed on the solicitat ion website at the following internet address: http://ebs-nwo.wes.army.mil/. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) Repair Fuel Station (PTFL 981027) Replacement of the existing Diesel and Motor Unleaded Regular (MUR) pumps with new 1/3-hp submersible turbine pumps; replacement of existing dispensers with new digital dispensers; new emergency eyewash/shower; reconnection of new fuel dispensers and suppl y pumps; and new concrete receiving pad within the spill containment area. Construction of a new pre-engineered canopy system of dimensions 66 x 43, with tube-steel columns, and new lighting for the canopy. Repair MCC/Shelter (PTFL 011404) Construction of a new 27 x 12 brick veneer building to enclose the new Motor Control Center (MCC) (the brick veneer building will include a standing-seam metal roof); removal of the old Motor Control Shelter upon completion of the new MCC; relocation of existing rectifiers; removal and replacement of concrete pavement; new concrete sidewalks; removal and replacement of concrete curb and gutters; site grading; and new heating and ventilation system for the shelter. Repair POL Tank 2114 (PTFL 011409) Repair POL Tank 2115 (PTFL 011412) Tank repairs for each 20,000 BBL fuel storage tank including: new steel sloped floor with center sump; cathodic protection with new impressed current rectifier; demolition of existing floating pan, to be replaced by new aluminum honeycombed floating pan; b last-cleaning of tank interiors; new internal tank piping; recoating of inside of tanks; and providing a new leak-detection system. Proposal Evaluation Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. All technical factors excluding price when c ombined, are approximately equal to price. The technical evaluations factors include: Construction Experience; Past Performance, Cons truction; Construction Personnel; Key Subcontractor Qualifications; Staffing Plan; and Utilization of Small Business Concerns. Price will be subjectively evaluated considering Best Value and Realism. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business: 50.9% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.2% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 0.5% of planned subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete th e work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format. Offerors: Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.b pn.gov. Representations and certifications are required to updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or u pdate to ORCA. If any of the information changes during the advertisement period, you must make changes through the Omaha District web address.
