Description

1. SUBJECT. Purchase Order for Engineering and Construction (EC) Division, U.S. Army Corps of Engineers, Portland District for compliance to the International Organization for Standards (ISO) 9001:2000 Quality Management System. 2. CONTRACT INFOR MATION. A purchase order will be awarded for an ISO 9000:2000 Certification Body to conduct semi-annual on site Surveillance Audits and detailed Surveillance Reports and Actions in accordance with ISO 19011:2002. There are approximately 150-200 personnel working for Engineering and Construction Division. This procurement is set aside for small businesses. The small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding thr ee years not in excess of $6 million. 3. PROJECT INFORMATION. The work shall consist of conducting an initial re-assessment and semi-annual on site surveillance audits; perform detailed Surveillance Reports and Actions in accordance with ISO 19011:2002; and advise EC during continuing improvements of the Quality Management System. 4. SELECTION CRITERIA. Selection for this purchase order will be based upon the following criteria, shown in descending order of importance (first by major criterion and the n by each sub-criterion). Criterion a and d is primary, criteria b-c is of descending value. a. Certification. The offeror (Certification Body) must provide proof of accreditation with ANSI-ASQ National Accreditation Board (ANAB). The offeror (Certifi cation Body) shall dedicate two Auditors to perform surveillance audits (one Auditor per surveillance visit); dedicated Auditors shall be certified with International Register of Certificated Auditors (IRCA) as a Principal Auditor (Consultant) or Principal Auditor (Team Leader). The offeror (Certification Body) will submit resumes of the dedicated Auditors and proof of certification with IRCA. b. Experience. The offeror (Certification Body): Evidence of three to seven years of experience working with th e U.S. Army Corps of Engineers Districts and or Divisions. Auditors: meet the qualifications of ISO 19011-2002 Chapter 7; five to 25 years quality work experience in management systems based on ISO 9001:2000 quality management activities; one to five year s of experience auditing ISO 9001:2000 certified U.S. Army Corps of Engineers Districts and or Divisions. c. Professional Qualifications. The offeror shall provide certifications and experience mentioned in paragraph 4a and 4b. The offeror shall provid e certifications and experience of Auditors mentioned in paragraph 4a and 4b in resume format. d. Past Performance. The offeror shall submit past performance on contracts with the U.S. Army Corps of Engineers Districts, Divisions and or other organiza tions the offeror has certified as ISO 9001:2000 compliant. 5.
