- U.S. BUREAU OF LAND MANAGEMENT CADASTRAL SURVEY, ARIZONA STATE OFFICE PHOENIX, ARIZONA TECHNICAL AND ADMINISTRATIVE REVIEW OF FIELD SURVEY RETURNS STATEMENT OF WORK I. Introduction and Background The Contractor shall complete the technical and administrative review of field survey returns in accordance with the standards and specifications described in this Statement of Work. This Statement of Work describes the requirements for survey review work. 1) Perform technical checks of completed field returns. Check the items listed on the Standard Technical Checklist for Arizona Cadastral Surveys. If after technical checking, field corrections are required, notify by way of memorandum the Arizona Chief Cadastral Surveyor for further instructions. 2) Perform final field note and plat review for submitted surveys. Ensure that the survey returns are in compliance and conform to: Special Instructions, Supplemental Special Instructions, Manual of Surveying Instructions, 1973, statutory requirements, judicial interpretations, federal case law decisions, Public and general land laws, and applicable state laws. Also ensure that they are in compliance with the "Arizona Preferred Procedures and Guidelines for Filed Note Returns". 3) Make the necessary corrections to the computer Word document file of field notes, utilizing the most current version of "CRAM" software. Save the revised copy as a different named document on a compact disc. 4) Indicate the changes required on the paper copy of survey plats. It is acceptable to write the necessary changes in red pen on the face of the plat. 5) Payment for services will be made upon submittal and acceptance of each individual township/project. 6) Start the review of the next township submitted to you from the priority list maintained at this office. 7) Contractor is to submit a resume, outlining related experience, upon submittal of bid. 8) This contract will end when the review of the 6 townships/projects is complete or at the end of FY05, whichever comes first. The BLM reserves the right to exercise a first option year. II. Project Location and Scope The project involves the technical and administrative review of field returns from survey crews under the supervision of a land surveyor assigned to the Arizona State Office of the BLM, Cadastral Survey. The work consists of the review of about six (6) townships/projects. The government will submit to the contractor all original field data. It is of utmost importance to see to the security of these documents . The government will ship these document via a shipping service that can be tracked. It is expected that the contractor ship the documents back via a similar manner. Weekly conference calls will be arranged between the contractor and the Office Section Chief to allow for informal notification if and when problems arise. All work performed will be at the discretion of the ASO BLM Cadastral Survey Office Section Chief. III. Pre-Work Conference A pre-work conference between the Contractor and the BLM staff administering the contract shall be held via teleconference no later than 14 calendar days after contract award. Discussions regarding the contract requirements, schedule, project personnel, and the specific responsibilities of each party will be conducted at the conference. VI. Deliverables The lieu of deliverables the following tasks shall be completed and submitted to the Office Section Chief. A. Write a final report outlining corrections made in the field notes and indicated on the plat. Cite the reasons and authorities behind those decisions. Submit this information with all field survey documents. B. Weekly reports are required to be submitted to the Office Section Chief documenting progress. VII. Computer Equipment and Software A. The contractor will be required to own and maintain his/her own computer and applicable software. B. The contractor must be familiar with and utilize Word to complete field notes. Contractor will be expected to have his/her own version of Word, compatible with the CRAM macros, on their computer. C. The BLM will provide the contractor with CRAM macros and the Arizona State Office Preferred Procedures and Guidelines for Field Note Returns.
