U.S. BUREAU OF LAND MANAGEMENT CADASTRAL SURVEY, ARIZONA STATE OFFICE PHOENIX, ARIZONA CADASTRAL SURVEYOR - RIPARIAN BOUNDARY SPECIALIST - CONTRACTOR STATEMENT OF WORK I. Introduction and Background The Bureau of Land Management (BLM) knows that there are major riparian boundary problems along certain areas of the Colorado River. The price of land is rising rapidly in the vicinity and the BLM needs to take a proactive approach to resolve those issues as quickly as possible in order to avoid the future costs of litigation and to mitigate further trespass against public lands. The Contractor shall act as an expert consultant to the Arizona and/or the California State Offices. After the BLM identifies the areas of concern, the Contractor will research administrative, historical and archival records. The Contractor will analyze those records and produce official reports that can be used by the BLM to estimate the magnitude of riparian boundary problems along certain areas of the Colorado River, in particular, and other watercourses that may be identified during the course of the research. The BLM will use the reports to produce cost estimates and survey methodologies to be utilized as well as to identify sources of funding for such projects. This Statement of Work describes the requirements for a riparian boundary specialist. (Contractor) 1) Performs riparian records research from the following sources and others. - BLM Riparian Office maps and information - Previous BLM Cadastral Surveys - BLM Field and District Offices - Bureau of Reclamation (BOR) archives, drawings and documents - Private Surveys in Arizona and California - Arizona State Lands Commission - County Records - Lake Havasau Historical Society - Palo Verde Irrigation Records (PVID office in Blythe) - Aerial Photography - USGS Topographic maps - Satellite imagery 2) Compiles and analyzes the historical riparian records and maps and produces a report outlining and detailing the technical and legal aspects involved that include, but is not limited to, the following information. - History of surveys and ownership patterns in the area. - The extent of problems with attached diagrams and maps. - Recommended cost effective solutions to resolve the issue(s). - All source documents will be included as a part of the report. - Include any legal citations or Bureau directives that defend the recommendations and conclusions. 3) Performs the initial collection of survey data. - It will be necessary to collect a certain amount of field data in order to compile a comprehensive report. - The data will be collected by using either conventional surveying equipment or by GPS methods; depending upon accuracies needed and cost/benefit ratio of the method utilized. - BLM will be responsible for equipment purchases, assignment and maintenance. 4) Weekly progress reports in Word format will be sent to the Chief Cadastral Surveyor of the proper jurisdiction, outlining progress and status of the project(s). 5) Payment to the Contractor will be made on a bi-weekly basis, to a direct deposit account identified by the Contractor. 6) Contractor is to submit a resume, outlining related experience, including licenses and certifications, upon submittal of bid. 7) Contractor will be reimbursed for the purchase of maps and other documents from non-BLM offices. 8) BLM will assign a GOV to the Contractor, or pay mileage costs for a POV, when travel is necessary; to be determined by agreement of the parties. 9) BLM will provide assistance and staff to the contractor to help compile maps and diagrams for the reports using GIS and CAD software; scope and extent of the work to be determined by agreement of the parties. 10) This contract will end when all identified work is completed, or the targeted funds are depleted. The BLM reserves the right to exercise a first option year. II. Project Location and Scope All work performed will be at the discretion of the Chief Cadastral Surveyor of Arizona or California. The official duty station will be the Arizona State Office. Other work will take place where the records and the lands are located. Normal per diem costs (and mileage, if applicable) will be paid when the Contractor is on temporary duty status and away from the Arizona State Office. The scope of work for FY05 is limited to two known problem areas in Arizona. It is expected that all targeted funds will be used on these two projects. Weekly conference calls will be arranged so that communication problems can be minimized. III. Pre-Work Conference A pre-work conference between the Contractor and the BLM staff administering the contract shall be held via teleconference no later than 14 calendar days after contract award. Discussions regarding the contract requirements, schedule, project personnel, and the specific responsibilities of each party will be conducted at the conference. IIII. Deliverables The lieu of deliverables the following tasks shall be completed and submitted to the Office Section Chief. A. Technical and legal reports as outlined in part (2) Statement of Work BLM will provide assistance in helping the Contractor compile GIS and CAD maps. B. Weekly reports are required to be submitted to the Chief Cadastral Surveyor(s) documenting progress and problems. V. Equipment, Computers, and Software A. The contractor will be required to own and maintain his/her own laptop computer and applicable software. B. The contractor must be familiar with and utilize Word to complete reports. C. BLM will provide other software, if the BLM agrees it is necessary and practicable, and if such software is requested by the Contractor. D. When the contractor is working at the Arizona State Office, a computer and space will be provided by the BLM. The contractor will have access to the internet and intranet. E. Contractor will be provided with a phone when working from the Arizona State Office. A calling card will be provided for when the Contractor is on travel status. F. Contractor will have access to and use of BLM printers, scanners, and plotters.
