Description
The Marine Corps Air Station, Cherry Point, NC has a requirement for new Airport Ground Support Equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This requirement will be awarded using the procedures at FAR 13.5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-05-T-3336 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 and Defense Acquisition Circular 98-60. This acquisition is under the North American Industry Classification System code 333924, with a small business size standard of 750 employees. This requirement is for a firm fixed priced contract, Brand name or Equal, for the following items: Item 0001: 12 each Enclosed Baggage Cart, model number NAP SSM4000C, essential characteristics: 4,000 lbs. capacity, trailer mounted, parking brake, flat shelf, must have solid tires. Item 0002: 1 each Aircraft Baggage Tug, Harlan, Model HTA-30D, essential characteristics: minimum 3,000 lb. draw bar pull, diesel engine, E-hitch at rear, enclosed cab and must have operational, maintenance and parts manuals included. Item 0003: 1 each Mobile Belt Loader, NMC-Wollard model TC-888, essential characteristics: diesel engine, aircraft protection bumpers on conveyor, services all aircraft having doorsill heights ranging from 40.5? (1.03m) to 168? (4.27 m), conveyor bed sized to fit inside 777 bulk cargo door and must have operational, maintenance and parts manuals. The delivery requirements are FOB destination and are to be delivered to Facilities Warehouse, Building 151, Langley Avenue, Marine Corps Air Station, Cherry Point, NC 28533 within 90 days or less. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.203-3 Gratuties (APR 1984). FAR 52.211-6 Brand Name or Equal (AUG 1999). FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2005). FAR 52.212-3, Offer Representation and Certifications-Commercial Items (JAN 2005), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2003). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2005), to include clauses (1) (5) (7) (9) (14) (15) (16) (17) (18) (19) (20) (26) and (31). FAR 52.233-2 Service of Protest (AUG 1996). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JAN 2005), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7036 Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payment Program (JAN 2005); DFARS 252.232-7003 Electronic Submission of Payment Requests (JAN 2004) and DFARS 252.247-7023, Transportation of Supplies by Sea (MAR 2000). DFARS 252.212-7000 Offeror Representations and Certifications ? Commercial Items (NOV 1995). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the lowest priced, technically acceptable offeror, with the best delivery date, who demonstrates a satisfactory past performance record. Offer shall submit a list of at least five contracts completed within the past three years, and all contracts currently in progress, for contracts similar to this requirement. If an offeror has completed fewer than the requested five contracts, the offeror shall include any contracts that have been completed within the past three years. For offerors with no past performance history, the offeror must affirmatively state that it possesses no past performance history This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9D. All quotes must be received no later than 4:oo PM, local time, May 27, 2005. You may Email or fax your quote to the above. All quotes not sent through the US mail (excluding Email and faxes) shall be sent to Cunningham Street, Building 159, Door T1, MCAS, Cherry Point, NC 28533. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 am and 4:00 pm. NOTE: A completed copy of provision FAR 52.212-3 Alternate I and DFARS 252.212-7000 shall be submitted with the offer. See numbered note 1.
