Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is TIRSE-05-Q-00027 and is being issued as a Request for Quotation. The IRS will be entering into an unrestricted Commercial Item (CI) procurement using Simplified Acquisition Procedures (SAP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-03. This requirement is set-aside for small businesses for which the North American Industry Classification System (NAICS) Code is 484110 Small Business Size Standard is $21.5. This will be an all or none award based on the lowest offer that can provide the service in accordance with the Statement of Work (SOW) and Terms and Conditions of the Solicitation. Contractors must be registered in Central Contractor Registration (CCR) to be awarded this contract. BACKGROUND The Cincinnati Service Center Post Processing Operations is located at 7125 Industrial Road, Florence, Kentucky. There is an on-going requirement for the shipping of records to be stored at the Federal Records Center in Moraine, Ohio. The requirements are semi truck, equipment to load, and the manpower necessary to ensure that all skids and shelf metal cart(s) are loaded in accordance with the Statement of Work (SOW) in terms and conditions incorporated in this solicitation. SERVICES The contractor shall provide all labor and equipment related services to perform scheduled moves of skids and metal cart(s) containing boxes of tax related information. Point of Origin is the IRS office located at 7125 Industrial Road, Florence, Kentucky. The Point of Destination is the Federal Records Center located at 3150 Springboro Road, Moraine, OH. 45439-1883. Services will be performed in accordance with the specifications set forth in the contract. REQUIREMENT The dates of the shipments will be daily, Monday through Friday excluding holidays. The average pick-up will be 24 shrink-wrapped skids, but no less than 16 skids with open tops containing a maximum of 60 boxes of records per skid plus metal cart(s) either belted or taped containing a maximum of 40 boxes. The return trip from the Federal Records Center to the Post Processing Operations? loading dock in Florence, Kentucky will consist of empty skids and one metal cart with boxes of records. SCOPE OF WORK The contractor shall provide all labor (i.e. truck driver, supervisor, employee, etc) equipment, transportation and related services to perform scheduled moves of Government furnished skids and metal cart(s) containing tax related information. Point of Origin is the IRS Office located at 7125 Industrial Road, Florence, KY. The point of destination is the Federal Records Centers located at 3150 Springboro Road, Moraine, OH, 45439-1883. SPECIFICATIONS Labor and Equipment Requirements The Contractor shall provide qualified employees, who are able to read and speak the English Language fluently to facilitate the safe and efficient timely loading, transporting, and unloading of trucks. Each employee of the contractor assigned to work on the contract shall be a citizen of the United States of America or an alien who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form I-1151, or who presents other evidence from the immigration and Naturalization Services that employment will not affect his/her immigration status. The contractor shall provide vehicles that are safe over-the-highway type vehicles and drivers for each shipment. All vehicles must be in good working order, free of mechanical defects, water tight and with door(s) in workable condition, which can be secured and locked after loading. The lock is to be furnished by the contractor. The contracting officer, or designated representative, may at his/her discretion, reject equipment that does not meet these conditions. The vehicle provided by the contractor shall be a dedicated vehicle performing only pick-up and delivery services for the Government. Loads will not be combined with other vendors. The contractor is responsible for ensuring that all motor vehicles used to carry out the terms of this contract pass all state and federal mechanical inspection criteria, and all other regulatory requirements, and that ?loads? transported are within state and federal legal limits. Contractor must be bonded and provide proof of bond and insurance prior to award of the order. Contractor must be in possession of all applicable certifications to perform the services required in this SOW. Insurance ? Work on a Government Installation In accordance with FAR 52.228-5, Insurance - Work on a Government Installation; insurance of the following types and minimum amounts shall be procured and maintained during the entire period of performance under this purchase order: (a) Workman's Compensation and Employees Liability Insurance - as specified by applicable statute, but not less than $100,000. (b) General Liability Insurance - Bodily Injury Liability - $500,000 per occurrence. (c) Automobile Liability Insurance - $200,000 per person $500,000 per occurrence bodily injury, $20,000 per occurrence property damage. Background Investigations The contractor?s employees (truck drivers, supervisors, laborers, etc.) will be required to complete all appropriate IRS provided paperwork, forms, and/or fingerprinting necessary to process a National Background Investigation Check (NBIC) due to the nature of the sensitive tax data to be transported. Integrity letters for all employees/laborers may also be required from the successful contractor on company letter head (template will be provided by IRS). Any employee whose investigation is unsatisfactory will not be permitted to work on the sites indicated under this statement of work. Background Investigation packages will be provided to the successful contractor by the Contracting Officer?s Technical Representative (COTR) after award of the order. Determination will be made by NBIC if a background investigation is necessary or the contractor/employee will be IRS designated Escort. Handling EXTREME CARE MUST BE TAKEN IN HANDLING SKIDS AND METAL CART(S) TO AVOID SPILLAGE OR DISTURBING THE SEQUENCE IN WHICH RECORDS ARE FILED. Employee Conduct SMOKING IS PROHIBITED except in designated areas. Contractor employees are expected to be professionals and not use profane language or imply sexual innuendoes at any time. If this occurs, the contractor will be notified of such activity requesting individuals be replaced immediately. Security IRS personnel will escort the contractor at the Post Processing Operations? loading dock. Loading Operation Location and hours of operation The loading operation will be performed at the Post Processing Operations? designated loading dock located at 7125 Industrial Road, Florence, Kentucky. Loading is performed Monday-Friday. The loading operation shall begin promptly at 7:30 am and completed by 8:00 a.m. each day until all skids and metal cart(s) are loaded and secured onto the contractor?s vehicle. An IRS employee will be on hand to identify the skids and metal cart(s) that are to be loaded. The loading operation performed at the Federal Records Center will consist of empty skids and metal cart(s) to be delivered to the Post Processing Operations? loading dock located at 7125 Industrial Road, Florence, Kentucky no later than 12:30 p.m. Loading Skids will be numbered by the Government and are to be loaded in descending order (highest number to go on the truck first). The metal cart(s) will go on last. Packing Vehicle Skids and metal cart(s) must be secured in a manner so that load shifting and spillage does not occur. Securing Vehicle After loading, all doors on the vehicle will be secured by a locking device prior to transit. The driver must remain with the loaded vehicle at all times. Destination Delivery Once the vehicle is loaded, the contents will be delivered to the Federal Records Center located in Moraine Ohio, by 9:30 a.m., the same day. All shipments shall remain secured at all times until the unloading operations are complete. The Federal Records Center Offices? normal hours of operation are 7 am ? 3 pm EST. Unloading Operation Hours for Off Loading The unloading at the Federal Records Center will commence at 9:30 a.m. Docking Instructions The Federal Records Center guard will direct the contractor to dock and unload the vehicle at one of four Federal Records Center Buildings, all within close proximity. Supervision General The contractor shall arrange for satisfactory supervision of all contract work, including strict adherence to all Disclosure and Privacy of Information provisions contained in the contract of this document. QUALIFICATIONS OF EMPLOYEES Dismissal of Contractor Employee(s) The COTR may require dismissal of contractor employees from work under this contract, whom he/she deems incompetent, careless, unsuitable or otherwise objectionable, or whose continued employment he/she deems contrary to the public interest or inconsistent with the best interest of national security. Performance will be based on arriving daily at destination timely, meeting the daily requirement of round trips, ensuring that shipments are delivered in the same condition as received, and contractor service must adhere to disclosure requirements as set forth by IRS. Failure to meet any of these requirements may result in immediate termination of services. SITE INSPECTION The government shall provide the successful contractor access to the site for purpose of evaluating environment, operational procedures and safety requirements prior to start date. The contractor will be provided a contact name and telephone number to arrange for a site visit.
