- Pre-solicitation Notice, NAICS Code 541199 Title: Technical Support Drafting Reports of Invention and Patent Applications for Clean Automotive Technology (CAT) for the Environmental Protection Agency?s (EPA) Office of Transportation & Air Quality?s (OTAQ) National Vehicle and Fuels Emission Laboratory (NVFEL), Advanced Technology Division (ATD) in Ann Arbor, MI. The EPA?s OTAQ/NVFEL/ATD office is continuing its Clean Automotive Technology program to develop advanced clean and fuel efficient automotive technology to better protect the environment and save energy. As a result of EPA?s efforts, major technical breakthroughs have occurred and EPA needs support in preparing Employee Reports of Inventions and draft patent applications. The EPA seeks proposals to provide the Agency with technical writing in regards to patent law. The Contractor shall provide staff that are engineers with experience and background in advanced automotive powertrains and experienced patent attorneys. These staff shall become informed in the technical areas of proprietary work at NVFEL through briefings and participation in meetings at NVFEL as ordered in individual delivery orders. The Contract shall also conduct technical and patent literature research. These staff will then be briefed on the substance of the EPA employee inventions and shall draft the EPA Employee Reports on Invention and draft patent application as ordered in individual task orders. For patent search and analysis, the Contractor shall have knowledge of U.S. and International patent law and procedures for analysis of the patentability of EPA inventions, and conducting patent and validity searches. The following tasks shall be performed under an impending contract: attend meetings at the NVFEL in Ann Arbor, MI; perform patent literature searches and analyses and reviews on related topics; draft reports of inventions; formalize patent drawings for the invention; draft patent applications; draft the patent application to include an abstract, specification and claims, the Declaration and Power of Attorney, Assignment, and Information Disclosure Statements and; file International applications. The Statement of Work will be included as an attachment to the solicitation. The solicitation will be available on or about June 3, 2005. The Government anticipates the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to include one (1) Base Year with the option to exercise four (4) additional 1-year options. It is estimated proposals will be required within 21 days of solicitation issuance.
