- NAICS Code: 339113 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-05-00281 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-2. The associated North Industry Classification System (NAICS) is 339113 and the size business size standard is 500 employees. Full and open competition procedures will be utilized. A firm, fixed price purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. This procurement is for the acquisition of a Steam Sterilizer. Required Specifications for Stream Sterilizer: (1) Stainless steel chamber at a minimum size of: 20"W x 20"H x 38" deep; (2) Normal electric functions at 110 V AC; (3) Operator cycle designators at 24 V AC; (4) Must have auto-jacket blow-down capability to allow for sterilization of liquids; (5) Sterilize and Dry Times must be automatic reset to allow operator to visibly acknowledge preset and elapsed times; (6) Must have a main wiring terminal strip to allow easy checking of electrical components. All electrical connectors and wiring to be color coded and numbered; (7) Cycle sequence shall be monitored through the use of indicator lamps showing each phase of operation; (8) A "door locked" light with indicate chamber door is secure; (9) A "low steam" light will illuminate and the cycle cannot be started in a low steam situation; (10) All operational functions shall be started via solenoid valves; (11) Cycle selections will be designated by the operator by a single press of a button and the cycle selector shall illuminate to allow user(s) to determine which cycle has been selected. (12) If power is interrupted the autoclave will automatically vent all pressure from the chamber; (13) The entire electrical circuit shall be protected by a manual reset type circuit breaker, rated for the maximum acceptable amperage of the particular model purchased; (14) All electrical components must be Underwriters Laboratories approved; (15) Must have a chart recorder; United Electric Model 650 ink-less recorder or equivalent. All piping shall be rigid brass with threaded connections; (16) All solenoid valves must be rated at 50 psi; (17) The vessel shall be hydrostatically tested at 1.5 times its operational pressure, by the manufacturer. (18) Upon completion of installation the vendor shall provided complete orientation and demonstrate the sterilizer; (19) Delivered fob destination Gulf Breeze, FL. The Government intends to award a single order to responsible contractor whose quotation represents the best overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the required specifications. Any specific variances from specification shall be addressed by the vendor with respect to how the vendor's proposal provides alternative equivalence. Failure of an vendor to demonstrate that the proposed instrument will meet the specifications shall render the vendor ineligible for further consideration for award. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable.
