Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT SYNOPIS only. The purpose of the Sources Sought Synopsis is to gain knowledge of potential qualified small business sources in construction services for the performance of a Repair and Alteration project at the Hale Boggs FB/CTHSE, in New Orleans, LA. The scope of work will require at a minimum: modifications to the electrical system, which include refurbishment of the main switchgear, and motor control centers, upgrades to the mechanical components of the HVAC system including replacement of air handling units, and, on five floors of the office building, replacement of the existing multi-zone system with a variable air volume system. Many of the elevator?s component parts will be refurbished, such as the hoist machines, guide rails, cab shells, and hoist way frames, some critical parts are to be replaced, including the controls, cab interiors, door panels and all existing interlocks, closers, hangers, door rollers and door tracks. The existing fire alarm system will be replaced with a new Class A intelligent, analog addressable fire alarm system. Handicapped accessibility upgrades will include modifications to entrance doors, telephone, drinking fountains, door hardware, signage, and public toilet rooms. NAICS Code is 23620, $128.5 million. The facility is approximately 705,347 gross square feet. It is composed of two structures located on a city block. The estimated cost of construction is between $15,000,000-$25,000,000. Bonding for the full contract price will be required. The building will be completely occupied during the construction phase. Therefore, the construction shall be phased so that the tenants can complete their mission without interruption. The construction contract shall be procured utilizing a source selection, best value method. The project requires a firm to have highly advanced experience in the construction of complicated mechanical systems, but more importantly understand phasing and how to manage complex construction projects so that there is little or no impact to the tenants. Interested parties who meet the above requirements are requested to submit a letter of interest to Lisa Smith, Contracting Officer, no later than May 5, 2005. Submissions may be made via email to lisa.smith@gsa.gov or by facsimile to (817) 978-7017. For questions please call Lisa Smith at (817) 978-3149.
