Description
Utilizing Simplified Acquisition Threshold Procedures (FAR Part 13), the General Services Administration?s Public Buildings Services is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The associated North American Industrial Classification System (NAICS) Code for this procurement is $6 million. General Services Administration (GSA), Public Buildings Service (PBS), Physical Capital Asset Management Division (PGE), is requesting Art transport services for artifacts to be moved from Middle River, MD to GSA's Fine Arts Storage facility in Alexandria, VA. Services include, but not limited to, loading, transport, unloading, and placement. The contractor must provide all insurance, material, and equipment necessary to safety perform the services. The Fine Arts program has the following artifacts stored at Middle River: 1) Tilted Arc by Richard Serra ; 3 pieces of mammoth steel, each 12? x 40?, and approximately 50 tons, and 2) WWII Memorial Molds by Ray Kaskey, 18 pallets, approximately 200 lbs. each. Submission of Proposals: Offerors shall submit their proposals on or before 1:00pm, Wednesday, June 1, 2005. Offerors shall submit two (2) hard copies of a Technical and Priced Proposal. Technical Proposal: The offeror shall submit a technical proposal for the above requirement. The proposal shall demonstrate the offeror's ability to perform the required services. The offeror shall submit a minimum of three (3) references with their proposal for related services. The contractor must submit the following information as Past Performance for similar services: (a) Project/Contract Title; (b) Company/Agency Name of Reference; (c) Point of Contact; (d) E-mail Address or telephone number; (e) Award Amount; (f) Award Date; and (g) Completion Date. Technical Proposal shall include offeror's Technical Approach, which relates to the offeror's ability to perform the services identified above by the June 30, 2005. Technical Approach shall clearly identify offeror's start and completion date. Priced Proposal: Offerors shall submit a firm-fixed price for the required services. Priced Proposal should include evidence of insurance. The offerors will be evaluated using the greatest value method and will be based on the following factors (listed in descending order of importance: (1) Experience, (2) Technical Approach, (3) Past Performance and (4) Pricing. Proposals will be evaluated to determine the best value to the government. When combined, technical qualifications are more important than price, therefore, the Government may award to other than the lowest price offeror. Offerors must submit their final proposals for evaluation. The period of performance is date of award through June 30, 2005. The following Federal Acquisition Regulation (FAR) provisions are hereby applicable and incorporated by reference: 1) the provision at 52.212-1, Instructions to Offerors ? Commercial Items; and 2) the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items. Offerors must complete the Online Offeror Representations and Certifications Application. Please refer to http://www.orca.bpn.gov. The following Federal Acquisition Regulation (FAR) clauses are hereby applicable and incorporated by reference: 1) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items; and 2) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items; 3) The clause at 52.225-13, Restrictions on Certain Foreign Purchases; and 3) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (ALT I). The following General Services Administration Acquisition Manual (GSAM) clauses are hereby incorporated by reference: 552.215-70, 552.228-70, 552.229-70, and 552.232-70. This acquisition is set-aside for small business concerns. The government anticipates a Firm-fixed price contract. All offerors must be registered in the Central Contractor Registration (CCR) before being considered for award. Information concerning CCR requirements may be viewed via Internet at www.ccr.gov or by calling 1-888-227-2423. Offerors shall submit their proposal on or before 1:00 pm. e.s.t.
