Description
NASA/GSFC has a requirement for 1. One (1) each of a MITC Falcon Communications & Recording Multiplexer & Demultiplexer, Part #4301; 2. Two (2) each of 2 Channel Mux Input Part #2016; 3. Four (4) each of 2 Channel Demux Output Part #2017; 4. Eight (8) each of an Optical Data Transport Interface, includes Packetizer and Depacketizer Functions Part #2101; 5. One (1) each of a Duplex 4 Channel RS-232/422 Module Part #2109; 6. Three (3) each of a Basic 3.5" Interface Chassis, 2 LEDs per channel, switches on every other channel, modular power supply included, 14 available slots Part #2073-012; 7. One (1) each of a Fiber Optic Modem (multi mode) Part #2073-555-IOC553-TX-SC-MM; 8. One (1) each of a Fiber Optic Modem (multi mode) Part #2073-555-IOC553-RX-SC-MM; 9. Three (3) each of a Fiber Optic Modem Part #2073-555-IOC553-TX-SC-SM (single mode); 10. Three (3) each of a Fiber Optic Modem Part #2073-555-IOC-553-RX-SC-SM (single mode); and 10. Shipping for the above listed items. NASA/GSFC intends to purchase the items from Apogee Labs Inc., a small business located in North Wales, PA. The items being purchased must interface with the existing Government-owed MITC Falcon multiplexer system currently being used at Wallops Flight Facility for the Main Base/Island data transmission. As the manufacturer of the existing multiplexer system, only Apogee Labs Inc. has the proprietary signaling design to ensure full compatibility, and the Government's existing maintenance plan on this system will cover only Apogee Labs equipment. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS FOUND IN 10 U.S.C. 2304 (c)(2). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 31, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
