Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-05-Q-0026 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03 effective April 11, 2005. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance the offeror must submit, in writing, as part of its technical quotation, the relevant past performance information (limited to 3 contracts) and a responsible offerors ability to meet the salient functional and technical requirements as listed below for the Hand Held Radios and Fixed Base Station to Operate on a Trunked Specialized Mobile Radio System (SMR). 1. BACKGROUND National Archives and Records Administration (NARA). NARA is an independent Federal agency that helps preserve our nation's history by overseeing the management of all Federal records. Our mission is to ensure ready access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience. We must make it easy for citizens to access this essential evidence regardless of the location of the documentation or of the people using it. 2. OBJECTIVE The Facilities Management Branch (NAFM) and the Security Branch (NASS) is a support element of NARA. Effective radio communications are critical for NAFM and NASS to provide support to NARA. NARA seeks to purchase (292) new Hand Held Radios and (2) new Fixed Base Stations to operate on a Trunked Specialized Mobile Radio System (SMR). The National Archives Utilizes a SMR operated by ?Federal Radio Service Corporation?. The SMR utilizes PassPort Protocol. (PassPort is an advanced trunking protocol developed by Trident Micro Systems.) 3. SPECIFIC REQUIREMENTS A) The Trunked Radio Repeater System operates in the 406.1 ? 420 MHz Band. The Trunked Radio Repeater System utilizes Passport Protocol. (Passport is an advanced trunking protocol developed by Trident Micro Systems.) To extend the signals into the National Archives Building in Washington DC., The National Archives has installed an ?In-Building Bi-directional Amplifier System?. The Amplifier is manufactured by TX-RX Systems. The Amplifier System is tuned to pass specific frequencies. As a part of this contract, this Amplifier System shall be ?re-tuned? to pass the frequencies that the new units associated with this solicitation will operate on. The technical requirements will be furnished upon request to qualified bidders. The re-tuning shall be preformed onsite. The re-tuning shall be preformed with out interruption of service. B) In the event of any failure of the Repeater, each unit will be able to operate independently of the Repeater by operating a switch on each individual radio to operate in a ?local? or ?Talk Around? mode on a specific radio frequency to be determined. This frequency is in the 406.1? 420 MHz Band. This frequency will be provided upon award of a contract. C) All units, (both handheld and fixed) shall be delivered fully activated (Programmed). The specific programming requirements will be provided upon award of the contract. D) NARA shall be responsible for the Air Time costs associated with this contract. E) The bidder will provide the accessories listed in this solicitation, with the correct jacks, plugs, connectors etc, to be fully compatible with the radios (both handheld and fixed) being provided by this solicitation. F) The contractor should provide handheld units that work with Federal Radio Service Corporation?s Trunked SMR system. The handheld units must be furnished with Passport Protocol. 1. Icom America Inc. 1. F43TR-01 2. F43TR-51 2. Kenwood Communications 1. TK3140-K3 3. Motorola Inc. 1. HT1250LS+ The above handheld units are known to comply with this requirement. G) The following Base Stations are known to work with Federal Radio Service Corporation?s Trunked SMR System. The Base Station must be capable of full remote control operation with a remote console via dedicated wiring. The Base Station must be furnished with Passport Protocol. 1. Motorola Inc 1. CDM1550LS+ H) Other brands that meet the requirements of F and G are acceptable. I) The Government has approximately 186 MTX838 and MTS2000 Motorola Portable Units that it intends to surplus. Please indicate any trade in allowances the offeror may allow. The Government also has 3 Motorola Astro Base Stations that is available for any trade in allowance. J) The offeror will furnish 1 complete package consisting of Computer Software, Software Licenses, Cables, Hardware, and Adapters, etc. that is needed for programming both the Handheld Units and the Base Stations being furnished by this solicitation. BRAND NAME OR EQUAL. Offerors must submit a brief description of relevant experience duties and responsibilities. Vendor must except direct deposit for payment via electronic funds transfer. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors Commercail Items (Jan 2005): each offeror shall include a completed copy of the provision at FAR clause52.212-3, Offeror Representation and Certifications Commercial Items (Mar 2005) with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses 52.222-3 Convict Labor (June 2003), 52-222-36 Affirmative Action for Workers with Disabilities(June 1998), 52,232-34 Payment by Electronic Funds Transfer Other than Central Contractor Registration (May 1999), 52.232-36 Payment by Third party May 1999), and 52.233-3 Protest After Award (Aug 1996).
