Subject: Z- Repair and Alteration, Hale Boggs FB/CTHSE, New Orleans, LA. POC Lisa M. Smith, Contracting Officer, telephone # 817/978-3149; fax # 817/978-7017; email address: lisa.smith@gsa.gov. Description: NAICS CODE 23620- Solicitation No. GS-07P-05-UUC-3000. Provide all labor, materials and supervision for the repair and alteration for the systems upgrade at the Hale Boggs FB/CTHSE, New Orleans, LA. The scope of work will require at a minimum: modifications to the electrical system, which include refurbishment of the main switchgear, and motor control centers, upgrades to the mechanical components of the HVAC system including replacement of air handling units, and, on five floors of the office building, replacement of the existing multi-zone system with a variable air volume system. Many of the elevator’s component parts will be refurbished, such as the hoist machines, guide rails, cab shells, and hoist way frames, some critical parts are to be replaced, including the controls, cab interiors, door panels and all existing interlocks, closers, hangers, door rollers and door tracks. The existing fire alarm system will be replaced with a new Class A intelligent, analog addressable fire alarm system. Handicapped accessibility upgrades will include modifications to entrance doors, telephone, drinking fountains, door hardware, signage, and public toilet rooms. The facility is approximately 705,347 gross square feet. It is composed of two structures located on a city block. . The building will be completely occupied during the construction phase. Therefore, the construction shall be phased so that the tenants can complete their mission without interruption. The performance period is 750 calendar days. The solicitation documents will be available on or about June 3, 2005. Proposals will be due on or about July 3, 2005. THIS IS A FULL AND OPEN COMPETITION. A pre-proposal conference will be held on or about June 14, 2005. A time and location for this Conference will be advertised in a forthcoming FEdBizOps announcement along with a notice in the RFP package. The estimated cost range for the project is between $15,000,000 and $20,000,000. The project will be procured using informal source selection procedures, which will result in a firm fixed-price award to the Offeror who provides the best value to the Government, with both technical ability and price evaluated. The source selection technical evaluation factors are listed in the order of importance as follows: Experience and Past Performance of the Firm on Similar Projects; Experience and Past Performance of Key Personnel and Management Approach on Similar Projects. “Similar” projects is defined as renovation of construction of multi-story office buildings, court facilities or a combination thereof, which were at least 50 percent occupied and functioning in their intended purpose during construction and were similar in dollar range to this procurement. The successful offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman-owned businesses, veteran and disabled veteran-owned businesses, 8(a) small businesses and HUB Zone small businesses to participate in the performance of this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. All responsible firms are invited to submit a proposal. The solicitation documents may be purchased from Thomas Reprographics at 817/336-0565. The cost of the CD’s is approximately $60/set, plus shipping. The cost of the hard copy documents is approximately $1,000/set, plus shipping. Costs are non refundable. Anyone who wishes to purchase the solicitation documents must first complete and submit to the Contracting Officer a Sensitive But Unclassified (SBU) Document Security Form. This form will be available upon request of the Contracting Officer. Thomas Reprographics WILL NOT release the documents until notification from the Contracting Officer and the SBU form has been submitted. Solicitation provision, required proposal forms, clauses and instructions to Offerors will be included with the project documents.
