- Additional Information: Contractor Selection Technical Assistance on the Rehabilitation of the Kairakkum and Varzob Cascade Hydropower Plants Feasibility Study Project in Tajikistan Solicitation # USTDA-05-Q-81-229 When will the tender for the feasibility be released? The Rehabilitation of the Kairakkum and Varzob Cascade Hydropower Plants Project Feasibility Study Request for Proposals (RFP) release is not yet scheduled. It will depend on receiving feedback from the Tajikistan Ministry of Energy (Grantee) concerning the draft Request for Proposals. Most likely the RFP will be released the first week in June with proposals due in mid-July. Is it planned that the TA input on the bid evaluation system would be provided before that, so the evaluation system can be described in the tender documents? The RFP is expected to be issued before the Contractor Selection TA consultant is selected, so it is not expected that the TA consultant would have input on the Award Criteria for the Feasibility Study in the RFP. However, the award criteria in the RFP are top-level or general and are derived from the suggested award criteria in the USTDA Tajikistan and Kyrgyzstan Hydropower Sector Definitional Mission Report. Therefore it is useful for the TA consultant to develop relevant sub-criteria for potential adoption by the Grantee. Any sub-criteria would have to fit within and be true to the general Award Criteria in the RFP.
