Description
Notice of Intent to Award a Sole-Source Contract to purchase Biological Detection Systems (BDS) The General Services Administration, (GSA) intends to procure two Biohazard Detection Systems (BDS) on a noncompetitive basis in accordance with FAR 6.302. GSA intends to purchase the equipment, manufactured by Northrop Grumman, Electronic Systems, for use in a mail sorting facility operated by a US Government Agency. The Northrop Grumman BDS is a fully autonomous system that collects environmental samples and analyzes those samples utilizing Polymerase Chain Reaction (PCR) technology. Mandatory requirements for this equipment are as follows: 1) Continuous Aerosol Collection, 2) Automated Sample Handling, and preparation/archiving, 3) PCR Based Biohazard Identification, 4) Automated Handling of Sample Cartridges, 5) Automated Notification via Central Control System, 6) Automated Reflex Testing to reduce false alarms. The system must have a record of testing and verification data to prove high sensitivity and high specificity with no more than 2% false positive, must have high response time to prevent cross-contamination, must be mature technology (no R&D outstanding), practical for mail sorting operation environment with no significant maintenance/logistics issues and no interference with mail processing operations. The BDS must have a successful prior experience and performance record based on actual operations in a mail facility. The equipment must have SAFETY Act designation and certification as a Qualified Anti- Terrorism Technology (QATT) from the Department of Homeland Security. Offer must include training on the use of the equipment, at least a one year supply of replacements for consumable parts, and at least one year maintenance and support agreement. Interested parties may submit their capabilities, qualifications, and price quotes to meet the minimum requirements in writing to the identified point of contact not later than 2:00 PM on May 24, 2005. Such capabilities, qualifications, and quotes will be reviewed solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this requirement, based on responses to this notice, is solely within the discretion of the government.
