- The purpose of this OFFICAL REQUEST FOR PROPOSAL (RFP) is for Small Businesses to provide a proposal on the Government's requirement for the Environmental Control Unit Replacements (ECU-R). All bidders are to submit their proposals and provide it to the Government No-Later-Than 2 May 2005.
