Description
NOTICE: HSHQ-CEMP-05-C-000021 REPLACES HSHQ-CEMP-05-C-000020 VETERINARY SERVICES Contracting Office Address DHS-Border and Transportation Security, Immigration and Customs Enforcement-Federal Protective Service, NCR Federal Protective Service, 3rd & M Streets, SE, Southeast Federal Center, Building 136, Washington, DC 20407. General Information The incumbent will serves as Veterinarian for the Immigration and Customs Enforcement-Federal Protective Service. The incumbent is responsible for assuring the health of all canines assigned to the force throughout the Washington metropolitan area. Description: Statement of Work (SOW) The Department of Homeland Security, Immigration & Customs Enforcement, Federal Protective Service (FPS) intends to procure the services of a Veterinarian to provide diagnostic, medical, and surgical services for canines at Federal Protective Service, located in the Washington Metropolitan Area. Provide emergency treatment for FPS canines. Conducts physical examination of all canines entering FPS prior to issuing health certificates. Performs and interprets laboratory, radiological, and diagnostic procedures. Explain medical findings and prescribes treatment to FPS Handlers, and Kennel Master. Maintains animal health records and prepares medical / non-medical reports as necessary. Maintains all vaccines medications, and supplies that are required to maintain clinical operation, and grooming services as needed (bath, nails, ear cleaning etc.), and provide kenneling for temporary housing not to exceed thirty (30) days. Determine and supply nutritional requirements for canines based on breed and other pertinent factors. Serves as veterinary medical consultant to FPS (Kennel Master) regarding disposition on medical retirement of canines. Qualifications Knowledge of veterinary science principles and concepts required through completion of a full course of study for the degree of Doctor of Veterinary Medicine or equivalent. Must be a graduate of a veterinary school accredited by the AVMA. Must have PennHIP certification. Ability to apply this knowledge to accurately diagnose, treatment, and perform surgery; conduct animal disease control and pest eradication program; communicate medical findings and treatments both orally and in writing. Must perform examinations and make diagnoses within the current state of the art for veterinary clinicians. Must possess knowledge of working canine medicine/injuries. Evaluation Factors: The Government will award a firm-fixed-price task order for the services described in the SOW to the Contractor whose proposal provides the best value to the Government from a price and technical standpoint. The successful Contractor?s proposal will demonstrate the technical capability to effectively perform the required services at a competitive price. Thus, the Contractor who receives award of the task order may not be the Contractor who offers the lowest prices or demonstrates the highest level of technical expertise. Description: The Department of Homeland Security, Immigration Customs & Enforcement, Federal Protective Service (FPS). Procure the services for an initial period of twelve (12) months with two (2) additional twelve months. The total contract period of performance is three (3) years. The Government intends to award an indefinite quantity indefinite delivery contract as a result of the Request for Proposal (RFP). At a minimum, the contractor will provide medical care to at least 15 canines and a maximum of 25 canines during the base year plus each option year. The procurement is intended to be a 100% Small Business set-aside for small business firms having annual gross receipts not to exceed $6,000,000.00. All companies submitting proposals for this procurement must have a full production office at the time of the RFP is posted. Must be located within fifteen-mile radius of Washington, D.C.
