Description
THIS ANNOUNCEMENT FULLY REPLACES FEDBIZOPPS NOTICE POSTED MAY 06, 2005.The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Southwest Fisheries Science Center has a requirement for a commercial fishing vessel to conduct fixed gear acoustic and remotely operated vehicle (ROV) surveys in the Southern California Bight. The vessel must provide a hull mounted bracket to attach the transducers, a davit to launch the ROV, an A-frame and winch to deploy the clump weight. The winch must be capable of deploying the clump weight to 550m. There must be deck space to place a tether reel (4.5?X4.5?) and the ROV (4?X5?). Each cruise will be one to 10 days in duration. The vessel must provide food for the scientific crew. Charter Vessel SHALL: 1.Vessel Dimensions ? A vessel of 60-80 feet in length is desired. The 60 foot minimum length is due to the need to have a vessel capable of handling offshore weather while supporting the load of science equipment. The maximum length is due to the concern of having a vessel capable of following the ROV satisfactorily. 2.Deck space ? The vessel should have 200 square feet of open deck space to support the ROV activities. 3.Deck Equipment ? The vessel must be equipped with a davit capable of lifting and deploying the ROV (approximate weight 300 pounds). 4.The vessel must also have a side deployable ?A? Frame for deploying a 300 pound clump weight in support of ROV activities. 5.The vessel must also have a winch capable of managing the clump weight to depths of 1800 feet. 6.A winch with 3/8 inch cable is desired. Hull Mounted Sonar ? 7. The vessel must be capable of supporting a hull mounted sonar transducer array. The array is approximately five feet long and two feet wide. 8.ROV and Acoustic monitoring space ? The vessel should have two work areas with tables that are 3 feet / 4 feet each. 9.Galley ? The vessel must have adequate galley space to support a science team of 4-7 persons in addition to the crew. The vessel must have a water maker or water capacity to stay at sea for periods of up to eight days. The capacity includes the ability for each person aboard to take a shower every day. The vessel must have fuel capacity to stay at sea for up to eight days with the transit distance to not exceed 900 miles per trip. The vessel must be equipped with two radars, a side scanning sonar for locating habitat, a depth sounder with a , two VHF radios, two DGPS Receivers a satellite telephone, and have a navigation computer system computer system with Nobeltech Software or an equivalent for navigating accurate transect courses. The vessel must possess a valid US Coast Guard Certificate of Inspection. The vessel must have a 110 Generator with a 30 amp plug for the ROV to receive power. Crew Requirements: The crew must have a Master, Mate, and two deck crew. The Master and Mate must possess USCG licenses and all required certifications Meals shall be provided by the vessel. The vessel must be capable of transporting Scientific Field Party of 4-5 people . One government employee will be designated Field Party Chief. who will be responsible for implementation of the Scientific Operation Plan, the supervision of research staff, and the coordination with the vessel crew. The charter work will start and end at a suitable wharf in San Diego, CA. The vessel will operate anywhere between Point Conception, CA and the US-Mexico border and out to 150 nautical miles off shore. The captain is responsible for all matters relating to safety of personnel, the vessel, and equipment operation. The captain will adhere at all times to Navigational Rules and Rules of the road whether it be during fishing operations, running, drifting, or when at anchor. The contractor shall provide U.S. Coast Guard approved survival suits for all crew members. The Government will provide survival suits and work vests for the scientific personnel. Adequate dry-accessible storage for all survival suits shall be provided. The Stability Report will be up to date A Category I 406 Mhz EPIRB (Emergency Position Indicating Radio Beacon) must be affixed to the exterior of the vessel in a manner approved by the U.S. Coast Guard. The contract will be for a total of 30 days at sea with no individual cruise to exceed 10 days and no day at sea shall be less than 18 hours from time of departure to time of return to the dock.
