Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-05-428, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-03. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to purchase a Triple Resonance Inverse Detection Z-Gradient TCI CRYOPROBE? with both 1H and 13C Observation for Avance? 600 Console from Bruker Biospin 15 Fortune Drive, Manning Park, Billerica, MA 01821. Mandatory Technical requirements of the cryoprobe: 1. Shall be a triple resonance (1H, 13C, 15N) inverse detection probe for 1H and 13C observation with 15N, 1H and 13C decoupling. 2. Shall be equipped with a z-gradient coil 3. The S/N ratio for 1H observe shall be >4000:1 for 0.1% ethylbenzene (over 200 Hz noise). 4. The S/N ratio on the anomeric proton of a 0.5 mg sucrose/ml D2O sample shall be >440:1 5. The 1H pulse width shall be <8?s 6. The 13C pulse width shall be <13?s 7. The 15N pulse width shall be <50?s 8. The 1H non-spinning lineshape on a 1% chloroform sample shall be <12/24 Hz (0.55%/0.11%) 9. The recovery of the magnetic field homogeneity shall be such that a signal acquired 200 ms after a 1 ms gradient applied simultaneously in the z direction at 50% of maximum power, differs by less than 3% from that acquired without the preceding gradient pulse. This shall be measured for a sample of 2 mM sucrose in D2O solution, using 1 Hz exponential line broadening and identical phasing. 10. The probe shall be fully compatible with the existing Avance 600 MHz Bruker spectrometer in LCP This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or June 7, 2005. The quotation must reference ?Solicitation number? NIH-NIDDK-05-428. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
