- The U.S. Army Space and Missile Defense Command intends to negotiate on a sole source basis with Maxygen, Inc. The Joint Program Executive Office for Chemical/Biological Defense requires an optimized ParallelaVax"-based strategy for high-throughput vaccine development tha can be applied to other targets of interest to DoD; multiple subtype HIV-1 vaccine candidate immunogens resulting from application of the ParallelaVax" screening technology; and envelope-glycoprotein-based HIV-1 vaccine candidates r eady for screening in the ParallelaVax" platform. This contract shall be issued using other than full and open competition procedures in accordance with FAR 6.302-1. It would take an unreasonably extended period of time to educate another contractor to a n acceptable level of knowledge where they could duplicate the capabilities of the ParallelaVax" system. Maxygen and Aldevron have worked together developing the ParallelaVax" system with smaller scale studies. The ParallelaVax" system was developed over a three year period (2001-2004) with financial support from the Rockefeller Foundation and internal funds of Maxygen and Aldevron. The system employs the MolecularBreeding directed evolution technology, which is proprietary to Maxygen. This team already has the experience, personnel, equipment and facilities available to carry this work forward with minimum risk. No other contractors have this system in place. This is not a request for competitive proposals but parties purporting to have the requisite credentials to perform these services must furnish in writing, factual information, which clearly supports and demonstrates evidence of such abilities. A determination not to complete this proposed action based on any responses from this notice is solely within the discretion of the Contracting Officer.
