Description
NAICS Code: 541620 This is not a Request For Quote (RFQ), but a survey to locate potential sources capable of performing the proposed work. It is anticipated that the Contractor will be required to provide the necessary personnel and equipment (the following equipment will be provided by the Government: survey vessel, winch and winch operator and all meals during the survey operations) to conduct and report on two (2) rapid seafloor reconnaissance and assessment surveys utilizing sediment profile imaging at Southeast Florida Ocean Material Disposal Sites. One survey will follow a moderate sized maintenance dredging project (~75,000 cubic yards) and one will follow a major deepening project (~3 million cubic yards). Assessment will include: (1) spatial distribution of disposed dredge material on the seafloor; (2) physical changes in the seafloor as a result of disposal; and (3) evaluation of benthic recolonization through the mapping of infaunal successional stages. The Contractor will also provide a Quality Assurance Project Plan (QAPP). Minimum capabilities must include documented evidence of experience and expertise in the following two areas: (1) Demonstrate experience in conducting surveys utilizing sediment profile imaging at dredged material disposal sites; and (2) Demonstrate knowledge of marine benthic community dynamics and the response of benthic communities to the habitat change resulting from dredged material disposal. In addition, Contractors should list a technical point of contact and document past performance with other Federal, State, or local agencies and commercial customers in performing marine benthic surveys. By past performance, EPA means the Contractor's record of conformity to specifications and meeting mission requirements, adherence to contract schedules, and cooperation and commitment to customer satisfaction will be evaluated. Firms with these capabilities are invited to submit complete information (7) calendar days from the date of this notice. Contractors should provide their size status (i.e. large, small, disadvantaged and /or service disabled veteran owned). EPA, ATTN: Shayla Jenkins, 61 Forsyth Street, Atlanta, Georgia, 30303. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small, minority-owned, HUBZone small businesses, or service disabled veteran-owned small businesses.
