Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: 1. Summary of Work Requested. This Statement of Work (SOW) is meant to outline the requirements to upgrade Audio and Video capabilities of three (3) separate rooms which make up the NSWDG Basestation. 2. Background. Two (2) of the three (3) rooms requiring audio visual installation have existing audio visual systems which require upgrades. The third room listed in this SOW shall require new components as well as recycled components from Rooms 1 and 2 to accomplish the required results. 3. Resource Requirements. Required hardware and software of existing systems shall be made available to the contractor to the extent possible. Information that is proprietary may not be available via the government and will have to be acquired by the contractor to avoid misuse of proprietary information. This may include source code of Crestron systems and shall be the contractor?s responsibility to re-program existing systems to customer satisfaction if source code cannot be obtained. 4. Installation/Maintenance Requirements. System programming and installation must be accomplished by factory authorized personnel. Contractor personnel performing this task must be committed to be available as required by the SOW to complete this projects within the specified period of performance. 5. Task Requirements. 5.1 Building 355, Room 321 Contractor shall remove existing Extron switcher and install new, contractor furnished Extron 12x8 model. Wire S-Video feed to three customer provided Dell 2001FP LCD displays via Distribution Amplifier. Contractor shall remove existing audio amplifier and replace with newer QSC CX-254 amplifier. Contractor shall remove existing Samsung DVD/VCR combo and replace with new Sony DVD/VCR combo. Contractor shall move and remount existing Sony Plasma and install two (2) new 42? Sony Plasma displays. Contractor shall install three (3) new RGB interfaces with audio and mount under customer desks and customer specified locations. Contractor shall replace existing IR control over four (4) existing Sony Plasmas to RD-232 serial control. Contractor shall remove existing speaker system and install new speaker system to provide richer sound. Contractor shall install RGBHV cable and audio from Extron switcher in Room 334C to Room 321 and Re-program Crestron touch panel systems to support all video and audio sources including VTC from Room 334C switcher as required to meet customer expectations and satisfaction. Programming must be performed by a factory certified programmer. 5.2 Building 355, Room 330 Contractor shall remove two (2) Wall-Mounted Sony Plasma displays and replace with new PFM-42X1B or newer model. Contractor shall adapt all cabling to new displays. Contractor shall reprogram Crestron system to support new display capabilities. 5.3 Building 355, Room 341 Contractor shall wall mount cabinet to concrete wall in vault. Contractor shall wall mount new 42? Sony Plasma. Contractor shall mount two (2) Plasma Displays (one ceiling and one wall) recycled from Room 321 to desired customer locations. Contractor shall install Samsung DVD/VCR combo previously removed from Room 321 and connect to all three (3) Plasma displays with S-Video via distribution amplifier. Contractor shall install switcher, speakers, amplifier, etc. previously removed from Room 321 into wall mounted rack. Contractor shall install RGB computer interfaces under customer identified locations. Contractor shall provide and install all required cabling including audio, RGB, power, RS-232, VGA or DVI, etc. to support all components and meet customer expectations of control and usability. 6. Other. 6.1 Contractor shall have full understanding of all project requirements prior to starting any work. All products shall be removed and/or installed by factory certified and/or authorized individuals. 6.2 If a product is damaged or broken during the removal and/or re-installation, the contractor shall provide, at no additional cost to the customer, a replacement item or equal or greater value. If the item can be repaired, the contractor shall cover the cost of the repair and ensure proper installation of parts. 6.3 Contractor shall provide ?labor-only? on-site and phone support for one (1) year when/if system encounters a problem and requires repair. 6.4 New parts shall be covered under manufacturer?s warranty for at least one (1) year. 6.5 Existing components which require repair shall be covered by NSWDG but contractor shall remove and re-install broken or repaired components when complexity requires contractor expertise. 6.6 Work shall be performed between 0800 and 1600 Eastern Standard Time (EST). Security escorts shall be provided as work is to be performed in secure government facilities. If unforeseen circumstances arise which would not allow contractors to enter the secure facility, the contractor may request consideration to cover the cost of labor lost due to unavailability of the government although required by the task. 6.7 The government shall accept the final product(s) following demonstration of operable system by the contractor. 7. Deliverables. 7.1 Products. Upon completion of tasking, system operation in Rooms 321, 330 and 341 should be nearly identical in operation. All three (3) locations will have ?non-participation? view/hear-only capabilities of VTC from Room 334C. Vendor shall leave workspaces clean and dispose of all packing materials prior to leaving NSWDG. 7.2 Final Report. Upon completion of tasking, contractor shall provide CAD drawings and computer generated wiring diagrams of all system configurations including all installations. 8. Security Classification. All work shall be performed within Classified facilities although the work performed shall be classified. Contractor personnel performing this task must have a minimum of SECRET to perform the work. 9. Contractor Furnished Material: 9.1 Room 321 Mfr. Model Description Qty Unit Unit Price Ext. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03 effective 11 April 2005. North American Industrial Classification Code (NAICS) 334310 applies to this procurement. The DPAS rating for this procurement is DO. FOB Point: Destination. The following provisions and clauses apply to this procurement: FAR 52.204-7 Central Contractor Registration (Oct 2003); FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2005); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); The following factors shall be used to evaluate offers: Technical Competence, Past Performance and Price. Vendors shall submit Past Performance Information to include Contract Number, Government Agency Name and Point of Contact Information, Nomenclature of Supplies/Services, Unit of Issue, Unit Price and Extended Price. Past Performance Information submitted shall not exceed three (3) fiscal years. In addition, the contractor shall provide their proposed technical approach to satisfying the solicitation requirements. Technical and past performance when combined weighs more heavily than price.
