Description
Clarification: Boat is to be delivered without motor. KTN-05-40 Wrangell Boat #2371 The Tongass National Forest is seeking the purchase of a 26 ft x 8.5 ft Welded Aluminum Crewboat package complete per standard commercial specifications and options. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-33). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 336612. The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is a small business. SALIENT CHARACTERISTICS The Wrangell Ranger District would like to replace our 25-foot ALMAR crew boat with a 26 ft. by 8.5 ft., welded aluminum crew boat as specified below. The boat and motor have both reached their replacement cycle and should be sold as a unit to receive the highest salvage value. The District wishes to replace this unit -in like kind-. Supply one, 26 ft. by 8.5 ft. welded aluminum crew boat, Sounder Pilot House Model as manufactured by the Aluminum Marine Construction, Roseburg, Oregon or approved equal. The boat must be capable of stable operation in rough seas and must be able to have engines raised fully out of the water. Cabin must be capable of carrying four to six passengers and constructed with Alaska Bulkhead and be furnished with the basic navigational lighting, deck fixtures and appurtenances. Vessel to have a fuel capacity of no less than 120 gals. Vessel to be supplied without power and controls. The boat shall be painted with non-skid paint on all walking surfaces inside and anti-fouling black paint on bottom to 4 in. above water line. Hull bottom shall be fabricated of one-fourth inch marine grade aluminum and hull design furnished shall have no less than five years of successful open water operations and customer satisfaction. BASIC SPECIFICATIONS Minimum 26-foot in length Minimum 8.5-foot beam Minimum .190 inch side thickness Minimum .250 inch bottom thickness Hydraulic steering 12 inch x 9 inch Trim tabs w/ indicators at helm Minimum 120 gal fuel capacity Enclosed cabin, Alaskan bulkhead, minimum 6 ft interior clearance Minimum 5 tie down cleats Twin battery configuration w/ battery switch Diesel interior heater/defroster 2 bilge pumps with float switches 2 water separator fuel filters 2 windshields wipers Non-skid deck coating Vee berth cushions Electric winch w/ rope and anchor locker Radar Arch Basic CG required navigation lights and electronics External roof mounted spot light Cigarette lighter Removable dining/work table and bench Helm seating with storage lockers PACKING AND SHIPPING Boat shall be delivered FOB Destination to Wrangell, Alaska, 99929 via truck/barge. Delivery due date approximately 150 calendar days from date of award. Contractor must contact Forest Service Contracting Officer Representative prior to shipment to ensure packing and loading are as specified. SUBMISSION FOR QUOTES Quotes may be submitted on vendor letterhead stationary and may be faxed or mailed to USDA Forest Service, ATTN: Carrie Fairbanks, Tongass NF Contracting, 648 Mission St, Ketchikan, AK 99901, FAX 907-228-6241 and please reference the solicitation no. KTN-05-40. Quotes must be submitted no later than 3:00(Alaska time) on May 31, 2005. Quotes must also include a completed copy of FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. This provision is available on-line at <u>www.arnet.gov/far/</u>. An offer will be made to the contractor whose quote represents the best overall value to the Government, price and other factors considered, including the ability to meet delivery and packaging specifications.
