Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, with George Mason University Fairfax, VA under the authority of FAR 13.106-1(b) Soliciting From a Single Source, for Coupling-Based Object-Oriented Software Analysis. This is a sole source requirement as George Mason University has a research group working in software testing and object-oriented software metrics that are directly related to the expertise NIST requires for the study of methodologies and tools for validating software. A firm fixed priced purchase order will be issued on or about June 1, 2005 through January 31, 2006. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.
