Description
This is a combined synopsis/solicitation notice of intent (NOI) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI 5072 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2005-03. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole-source basis using simplified acquisition procedures with Affymetrix, Inc for 24, 2-Cycle Target Labeling and Control Reagent kits. The purpose of this contract is to provide micro-array kits, supplies, and reagents necessary for conducting experiments in the identification of genes associated with Hepatitis virus in the laboratory. To the best of the Government?s knowledge, the GeneChip 2-cycle Target Labeling and Control Reagent is manufactured by Invitrogen Corporation exclusively for Affymetrix, Inc., and is the only known micro-array kit used in the Gene Chip Instrument System currently owned and operated by the division. The kit contains all essential labeling and control reagents for target preparation from 10 to100ng of total RNA, and is streamlined and optimized for use in the GeneChip Instrument system. Micro-array analysis of animal tissue using these reagents will aid in continuing ongoing research in the basic understanding of the etiology, pathogenesis, and prevention of viral Hepatitis and other diseases currently being performed in the laboratory. Due to optimization standards obtained with continuous use of these products in micro-array projects, it is essential that data obtained in future analyses be compared to past results using the same protocol standards under project number Z01-A100570. This is not a request for competitive quotation; however, if any interested source believes that it can meet the above requirement, it may submit a quotation - in writing - by the closing date of this announcement. This requirement is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325414 and the small-business size standard is 500 employees. These items will be delivered to a NIAID facility in Bethesda, MD. This is a fixed-price contract and the FOB terms are ?Origin.? This is an indefinite delivery, definite quantity contract and the anticipated period of performance will be 06/06/05-06/05/06. These items are to be shipped in specified quantities at the end-user?s request. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-3, Contractor Terms and Conditions ? Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. FAR 52.225-3, Buy American Act and FAR 52.204-7, Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
