Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03, effective 11 April 2005. This is an unrestricted acquisition; it is not set aside for participation by small business concerns. The U.S. Geological Survey - Biological Resources Discipline (BRD) Olympic National Park Field Station has a requirement for Global Positioning System (GPS) radio collars and associated hardware. Interested and qualified concerns are invited to submit a quotation for the following items: 0001 GPS radio collars, quantity eleven (11) Quantity six (6) collars must be fifty (50) centimeters in circumference; quantity three (3) collars must be fifty five (55) centimeters in circumference, and quantity two (2) collars must be sixty (60) centimeters in circumference. Each collar must meet the following specifications: " UHF Bi-directional data communication for remote data downloads on demand and remote reprogramming of telemetry schedules. " The battery capacity must be sufficient for at least 15000 GPS positions under worst case conditions (max. GPS on time 3 minutes). " The collar weight must be below 1100gr. " The collar material must be available in different colors (yellow, red, green, etc). " VHF Beacon transmitter. " UHF Beacon transmitter. " Temperature Logging: The collar must be able to measure, store, and remotely transmit data on ambient temperature every 5 minutes. " 2-axis activity logging: The collar must be able to tally, store, and remotely transmit the number of accelerations of the collar in two axes every 5 minutes. " Mortality logging: VHF beacon signal must change to indicate mortality. Collar must store 100 mortality events. " Remote control drop-off mechanism. 0002 Handheld Terminal (ground station receiver) that provides wireless radio interface between a PC computer and GPS collar in the field, quantity one (1). The receiver must be capable of: " Downloading GPS datasets from the GPS collar. " Uploading new GPS schedules to the collar. " Activate backup UHF beacon in the field. " Uploading new VHF schedules to the collar (time of day that VHF signals are transmitted). " Downloading temperature and activity datasets from the GPS collar. " The hand-held unit must contain an internal 12-channel GPS receiver to provide information on user's location as well as information on azimuth and distance to the GPS collar. 0003 Software and hardware used to exchange data and to upgrade new firmware in the GPS collar, quantity as required. 0004 UHF antenna used to receive and transmit data uploads and downloads between GPS collar and handheld ground station, quantity one (1) To be considered, all quotations must be priced F.O.B. Destination to Port Angeles, WA and must be in United States Dollars ($, or USD). METHOD OF EVALUATION Prospective contractors are advised that quotations will be evaluated on a "best value" basis. Consideration will be given to total price, technical merit, and past performance. These evaluation factors are not necessarily listed in order of importance, but are intended as a general guide for quotation preparation. Quotations are due by close of business, Friday 27 May 2005, to the contracting office in Sacramento, CA identified above. Quotations received after this time and date will not be considered. Quotations are preferred by electronic means (email and fax), but are accepted by mail. Oral quotations will not be accepted. Prospective contractors are advised that the following provisions and clauses are applicable to this acquisition.
