Description
POTENTIAL SOURCES SOUGHT. The U.S. Coast Guard Engineering Logistics Center (ELC) is seeking qualified sources that can provide Outboard Motor Handling Equipment to lift and handle outboard motors for the Response Boat-Small (RB-S) in accordance with the government's statement of work. All equipment or components supplied for this shall be standard commercial off-the-shelf and meet all OSHA requirements for equipment, not lifting persons or lifting overhead. The following equipment is required: Movable Gantry Crane with Trolley and Hoist; Pallet Jack (or "truck"); Crate Lifting Equipment; Engine Hoisting Gear - This item shall comprise Honda recommended Hanger T/N VSB02C000013 or equivalent; Honda 225 HP Outboard Engine Stand or Cradle - This item shall comprise an engine stand procured or fabricated by Contractor and able to safely support 1000 lbs. The engine stand shall be capable of handling the Honda engine, and shall have wheels and capable of being safely moved, loaded with an engine, using either the wheels or the pallet jack. Competitive Negotiation Procedures will be utilized and USCG ELC anticipates award will be based on lowest price, technically acceptable proposal (Best Value). The acquisition is for a firm-fixed price Blanket Purchase Agreement for one (1) base year with options to renew for an additional four (4) years. The quantity stated reflects the total estimated quantity for the five (5) year period: Outboard Motor Handling Equipment ? 250 kits. Vendor shall be required to provide a first article for approval 30 calendar days after award. The Coast Guard Inspector is required to witness the following first article tests: Perform a test lift of 1,250 pounds on the crane and trolley, shall demonstrate that the trolley is capable of traversing the width of the crane under this load and shall demonstrate lifting an 875 pound object approximately the size of the engine crate with the crane, the trolley and the crane lift equipment. Potential sources having the expertise and required capabilities can submit such data discussing the same in duplicate within 15 days from the date of this announcement. No cost or pricing is required. The North American Industry Code (NAICS) for this acquisition is 423830 with a size standard of 500 employees. See Numbered Note 12.
