- The United States Property and Fiscal Office for Florida intends to award a sole source contract for two (2) satID Satellite Geolocation Systems from QinetiQ Inc, 2345 Crystal Drive, Suite 909, Four Crystal Park, Arlington, VA. Only one source has de monstrated the capability of providing systems meeting specifications provided by the US Air Force; this acquisition will be pursued in accordance with FAR 6.302-1 (b)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The system shall be compatible with the follow-on Air Force system Rapid Attack Identification, Detection, & Reporting System (RAIDRS). RAIDRS uses the satID, a product of QinetiQ, for its geolocation system solution. The Technical compatibility requireme nts for the systems in order to be compatible with existing Air Force RAIDRS, requires that the systems to be acquired: a. shall be capable of operating at C-band: 3.4 4.2 GHz (downlink), X-band: 7.25 7.75 GHz (downlink), and Ku-band: 10.7 12.75 GHz (d ownlink), b. shall be capable of performing geolocation on inclined satellites with orbital Inclinations up to 5 degrees, c. shall be capable of interfacing with SIRS via TCP/IP Ethernet, capable of exporting an ASCII electronic file containing geolocation result data in the SIRS specified format, d. shall be capable of geolocating modulated and non-modulated (CW) transponded satellite communications interference signals, e. shall be capable of being rack mounted/ transportable, f. shall be capable of deriving a priority list of viable secondary geosynchronous communications satellites available for use in the geolocation process, g. shall be capable of maintaining a reference emitter database for the geolocation calibration proce ss, h. shall be capable of computing ephemeris correction for each pair of satellites from which downlink emissions (associated with uplink signals of interest) are simultaneously collected, i. shall be capable of displaying a 90% confidence region about t he estimated geolocation result , and j. shall be capable of allowing for input of satellite ephemeris in the NORAD two-card electronic format.
