5999 - MARITIME DOMAIN IDENTIFICATION SYSTEM (MDIS) TECHNOLOGY EXPLORATION Subject: Maritime Domain Identification System (MDIS) Technology Exploration Description: The Crane Division, Naval Surface Warfare Center, is seeking prospective sources for the Maritime Domain Identification System (MDIS) Project, which is investigating emerging technologies using Phased Modulation on Pulse (PMOP) parameters, processes, and approaches for a new generation, Specific Emitter Identification (SEI) System to provide for high performance digital detection and precision identification/classification capability encompassing a full range of commercial and military emitters, including Low Probability of Intercept (LPI) radars. The Navy is interested in existing/planned efforts that would allow leveraging of Commercial Off-The-Shelf (COTS) hardware and software items and/or tools in support of this effort. This effort will help determine the current baseline of available COTS based products and/or efforts and the status of emerging technologies, which could support this development effort. Source would be required to accomplish the following in the first phase: Digital SEI Receiver Proof of Concept - An operational digital SEI receiver prototype will be developed to demonstrate the enhanced capabilities resulting from the application of technology and algorithms developed by Navy Post Graduate School (NPS) Monterey. Initial Commercial Off-The-Shelf (COTS) Hardware/Software Integration - Hardware integration will use a combination of COTS and modified COTS items designed for the demanding operational environment. Preliminary system/interface specifications will be developed with applicability to both Homeland Defense and USN requirements. System Proof of Concept Demonstration - A proof of concept demonstration will be conducted that will validate the significant advances in capability and lead to prototype development and establishment of an engineering development model (EDM). Please provide response with estimated costs for budgetary purposes for the first phase described above. This request is for information and product literature, etc. at no cost to the Government that will not be returned to the contractor.
