- MODIFICATION: TO REOPEN NEGOTIATIONS AND CLARIFY HISTORIC SECTION 106 REQUIREMENTS -OFFICE AND RELATED SPACE REQUIRED: Pierce County, City of Tacoma. General Services Administration is seeking to lease office space consisting of approximately 26,790 rentable square feet of space. The rentable space shall yield a minimum of 23,000 ANSI/BOMA Office Area (previously usable) square feet to a maximum of 25,000 ANSI/BOMA Office Area square feet for office space and related use space on contiguous and/or located on adjacent floors. The space must be contiguous on no more than three floors, preferably with a loading dock and freight elevator. However, the Government will consider a building if it is equipped with multiple functioning elevators. The Government requires 17 secured parking spaces with a preference for covered parking. Additional requirements/requests are further defined in the Unique Requirements section. The Government requires a fully serviced lease. Satisfactory commercial or public transportation must be available within a reasonable walking distance of the space offered. As of occupancy, the leased space and building shell must meet current IBC seismic and ADA requirements, the National Fire Act along with local fire codes. Tenant improvements allowance is to be provided as part of the rental consideration. If offering a historic building, the Offeror must comply with Historic Section 106 which is further defined below. Tenant may at its discretion pay lump sum for some improvements. Space must be located in a professional office building, research, technology or business park that is modern in design with a campus like atmosphere, or on an attractively landscaped site containing one or more modern office buildings that are of professional and prestigious image in appearance with surrounding development well maintained and in consonance with a professional image. DELINEATED AREA: Pierce County, City of Tacoma. More specifically boundaries of Fawcett Street to the West, Dock Street to the East, 25th Street South to the South and 6th Avenue South to the North. All properties meeting the government criteria within this are will be considered. OCCUPANCY: Occupancy is desired for no later than May 31, 2006. TERM: Lease term will be for Fifteen (15) years, Ten (10) years firm. UNIQUE REQUIREMENTS: Space offered must be in the same building and contiguous. Space offered must have potential for efficient layout, e.g. Column spacing of at least 20 feet; No atriums or other areas interrupting contiguous space; no extremely long narrow runs of space; no irregular space configurations or other unusual building features adversely affecting usage will be considered. The Government requires a fully serviced lease with adequate employee structured parking for 17 reserved spaces on site or within 3 city blocks, along with 2 customer parking space near the entrance of the building and a bicycle rack for 10 bikes. In addition, 65 parking spaces must also be made available for employee parking within a reasonable distance of the building. The space offered should provide a modern environment, contemporary electrical building codes and standards, modern HVAC system less than five years in age, and plumbing, which meets the General Services Administration?s fire, life safety and handicapped accessibility and current IBC seismic standards. Offerors should include the following: Building name, address; rentable square feet and rental rate per square foot; method of measurement used to determine rentable square footage; common area factor for available space. To ensure compliance with federal preservation regulation, space offered in Historic Buildings, Buildings eligible for inclusion to the National Register, Buildings formally listed as eligible for inclusion in, the National Register of Historic Places, as well as historically?significant buildings in historic districts listed in the National Register or eligible to be listed in the National Register must comply with the National Historic Preservation Act (NHPA), Archeological Resources Protection Act (ARPA), and Executive Order 13006, ?Locating Federal Facilities on Historic Properties in our Nation?s Central Cities?. NHPA and ARPA Requirements must be met by the Offeror, as they are applicable to the offered property and within the scope of the solicitation. Offerors must be prepared to demonstrate how their offer will comply with these regulations.
