- NASA/GRC has a requirement for additional work under order NNC05QA36P work joining investigation between refractory metals and nicke-base superalloys. The following statement of work describes the additional work required. This work is within scope of the original requirement. Additional Work for Joining Investigation Between Refractory Metals and Nickel-Base Superalloys NASA will provide the materials. Vendor requirements and deliverables contained in subtasks. Length of time for contract: 3 months Final Report required. T-111 is a tantalum alloy. 3 (b). Electro-Spark Deposition (ESD) The Contractor is to examine specimens joined by ESD. Because of the manual method that will likely be used, and the slow deposition process, NASA is intentionally limiting observations to a few small?sheet? specimens. For convenience, a sheet tensile specimen which for some of the materials is already available. NASA suggests cutting a tensile specimen in half at the center of the gage section and joining the two dissimilar materials. The reduced cross section is nominally 0.250 inch wide and 0.020 inch thick. Contractor is to provide three specimens: 1) exhibit piece, 2) section as-welded for metallographic evaluation 3) 1,000 hr (TBD) thermal exposure specimen or RT tensile specimen for the following material combinations: Mo47Re strip to Hastelloy X T-111 strip to Hastelloy X NASA/GRC intends to purchase the items from Edison Welding Institute, of Columbus, OH. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source (U.S.C. 2304(c)(1)). Due to EWI's unique qualifications and historical experience, their leadership in R&D involving magnetic pulse welding, inertia welding and electro-spark facilities in-house, enables them to make critical examinations and decisions toward both material and process optimization. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. (EST)local time on May 27, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
