- The Pension Benefit Guaranty Corporation (PBGC) has revised its approach to procuring a Consolidated Financial System. PBGCs updated requirements are as follows: The PBGC desires to contract for (1) the design, development, testing, and implementation of a single Oracle instance (with possibly multiple sets of ledgers) system and (2) a business process re-engineering effort associated with the financial accounting system processes, subsidiary interfaces and non-core systems. The first phase will include work on PBGCs General Ledgers. The current financial and accounting programs use three general ledgers: the Revolving Fund, the Trust Fund and Financial Reporting. These three General Ledgers utilize three different financial systems: the Financial Reporting System, Performance Accounting System (governmental accounting) and Trust Accounting System (non-governmental accounting), which rely heavily on manual processes to capture and maintain much of its data. PBGC?s goal is to consolidate the three general ledgers into one Oracle instance (with possibly multiple sets of books) plus implement the Oracle Accounts Payable module. It is anticipated that this phase will be awarded on a firm-fixed-price basis. The second phase will include conducting a business processing re-engineering effort. The goal of the BPR effort is to re-engineer the business processes related to the Revolving Fund, Trust Fund and Financial Reporting whose activities are recorded in the general ledgers and interfaces with subsidiary and non-core systems to deliver functional requirements related to the re-engineered business processes and to assist with writing a Statement of Work (SOW). The system solution will utilize Oracle Federal Financials 11i or higher, including, but not limited to, the General Ledger, Accounts Payable and the Accounts Receivable modules It is anticipated that this phase will be awarded on a cost reimbursable basis. The vendor awarded this contract will be precluded from competing on the implementation of a follow-on contract to implement the results of the BPR. It is anticipated that the solicitation will be issued on or about June 15, 2005 with award of a contract projected before the end of fiscal year 2005. A pre-proposal conference is tentatively scheduled for the week of June 20, 2005 (date/time to be determined). The conference will be held at PBGCs facility at 1200 K Street, NW, Washington, D.C. 20005.
