- This is a Sources Sought Synopsis; there is no solicitation available at this time. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of, and interested in, participating in the event that a solicitation is issued. Work Summary: The contractor shall provide all management, labor, equipment and tools necessary to perform road construction and reconstruction activities including all road turnarounds, parking lots, drainage structures or other road related activities. The work consists of construction and reconstruction activities associated with gravel and native-material surfaced single and double lane roads, parking lots, soil and water restoration, facility grounds and other related activities in Western North Carolina. Projects will be located at any one of the following: the Appalachian, Ranger District located primarily in Avery and Haywood Counties; the Wayah Ranger District located primarily in Swain, Jackson, and Macon Counties, the Pisgah Ranger District located primarily in Transylvania, Henderson, Buncombe and Haywood Counties, the Tusquittee Ranger District located primarily in Cherokee County, the Grandfather Ranger District located primarily in McDowell County, the Cheoah Ranger District located primarily in Graham and Swain Counties, and the Highlands Ranger District located primarily in Jackson and Macon Counties of North Carolina. Background: During the Hurricane season of 2004 the roads within the National Forests of North Carolina were severely damaged. The US Forest Service in North Carolina is currently surveying the areas and determining their priorities at this time. It is estimated that there will be a number of road construction projects, each valued at between $500,000 and $1,500,000. This synopsis should not be construed as a commitment by the US Forest Service for any purpose. This Sources Sought synopsis is not a request for proposals; it is a market research tool being utilized to determine the availability of interested contractors prior to issuance of a Request for Proposal (RFP). Any information submitted by respondents to this Sources Sought is strictly voluntary. The US Forest Service will not pay for any information that is submitted by respondents to this Sources Sought request. Contractors who believe they possess the necessary expertise, experience, and bonding capacity are requested to submit their company?s name, address, phone number, point of contact, and business size either electronically to markjmiller@fs.fed.us or via fax at (803)561-4004. Additionally, Contractors should indicate on their response the areas they would be interested in by Ranger District. Responses to this Sources Sought announcement must be received before 5:00 PM (EST) Tuesday, 7 June 2005. The size standard for this unrestricted solicitation, pursuant to the Small Business Competitiveness Demonstration Program, is $28.5 million under NAICS code 237310.
