- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular 05-03. The Marine Corps Northeast Regional Contracting Office currently has a requirement for services for construction of a full-scale fiberglass replica of a Douglas SBD-5 Dauntless dive-bomber. Any questions regarding this combined synopsis/solicitation must be submitted by 2:00 PM (EST) on or before 27 May 2005. Any questions received after this time will not be considered. A thor! ough and comprehensive technical review of all proposals submitted in response to this requirement will be completed. Any proposal which does not meet the requirement of the Statement of Work, or is so lacking in information that a proper evaluation would require elaborate explanation, may be deemed unacceptable. Each factor shall be rated as follows: Outstanding - Demonstrates high ability to meet requirements in the statement of work relative to the needs of the Museums Branch. Contractor presents a negligible risk of failure to comply with the SOW in a timely manner; Acceptable - Adequately demonstrates ability to meet requirements in the SOW relative to the needs of the Museums Branch. Contractor presents a low risk of failure to comply with the SOW in a timely manner; Unacceptable - Fails to demonstrate ability to meet requirements in the statement of work relative to the needs of the Museums Branch. Contractor presents a high risk of failure to comply with the SOW! in a timely manner. Technical factors are listed in descending order of importance. a) Technical Ability - Documents both an understanding and the capability to manufacture projects of a similar nature to the museum quality standards as required by the SOW. Documentation required includes, but is not limited to, the certification of training and education of either the company or its employees in areas related to the manufacture of macro artifacts of this design, such as welding, metallurgy, parts manufacturing, as well as ownership or the ability to acquire parts and equipment needed to perform the renovation. Demonstrates a current knowledge of the manufacture of historical artifacts. Demonstrates sufficient trained and experienced staff to complete this project in a timely manner, despite other projects being performed concurrently. (b) Experience - Documents depth of experience for past manufactured projects of similar nature for other museums or public displays. To meet the acceptable requirements the contractor shall have completed at least five ! projects similar to or exceeding the requirements of this project. To meet the outstanding experience requirements the contractor shall have completed at least tem projects similar to or exceeding the requirements of this project. This acceptable or outstanding experience is documented with photographs, letters of recommendation from previous clients, and description of works completed. (c) Past Performance - Available data on all contractors submitting bids will be reviewed and evaluated. Elements considered shall include, but are not limited to timeliness of deliverables, quality of deliverables, and adequacy of administrative reporting. Technical is slightly more important than cost. The Government anticipates award of a firm fixed price contract. Commercia! l Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items; 52.237-1, Electronic Submission of Payment Requests. All contractors must be registered in the Central Contractor Registration, www.bpn.gov. Please submit a proposal that includes a breakdown of cost by labor category and materials, if applicable, and a detailed breakdown of other direct cost (ODC?s) if applicable.
