Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Affymetrix, Inc. in Santa Clara, California to furnish and deliver a new Affymetrix GeneChip Scanner 3000 with Accessories and an extended service maintenance agreement to the USDA, ARS, NAA, Jean Meyer Human Nutrition Research Center on Aging, 711 Washington Street, 7th Floor, Boston, MA 02111. The USDA, HNRCA requires an updated system which is controlled by a pc and can read and analyze Microarray (GeneChip) produced by Affymetrix for the whole genome gene expression analysis of cell/tissues form human, mouse, rat and other experimental organisms worldwide and DNA analysis application. In addition, the manufacturer must also produce and sell additional hardware, software, chemistries, and support for genomic applications utilizing each of these components and be capable of expansion in the future. The USDA, ARS, HNRCA has determined that the Affymetrix GeneChip Scanner 3000 and Accessories will replace the existing Agilent GeneArray Scanner system (made by Agilent for Affymetrix) currently in use since 2001. Replacing the system will allow the reading of higher density Microarray which in turn allows whole human genome gene expression analysis in one single array. This instrument will be used to continue current research for the whole genome gene expression analysis of cell/tissues from human, mouse, rat and other experimental organisms worldwide and DNA analysis application. Therefore, the system must be capable of incorporating the results already produced by an existing Affymetrix system to seamlessly continue the research program without an additional cost. Furthermore, the data produced using this system must also be compatible with the previous 5 years of research data using the Affymetrix system. This requirement includes FAR clause 52.232-18, AVAILABILITY OF FUNDS and 52.232-19, AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR. The Contractor shall furnish all labor, equipment, materials, tools, services and supervision necessary to provide the SCHEDULE OF ITEMS. QUANTITY IS ONE EACH OF THE FOLLOWING ITEMS: The system includes: One personal computer, the GeneChip Scanner, all the software necessary to operate the scanner and analyze data collected from the scanner and the option for an extended maintenance agreement. The SALIENT CHARACTERISTICS of the system include: 1. A GeneChip microarray scanner capable of the following: a. Capable of allowing the analysis of 500,000 genetic variants and have a small footprint to fit into a bench top environment. b. Capable of reading super high-density microarrays at a smaller feature (11 um) and allows the whole human genome gene expression analysis in a single chip and allows the analysis of 500,000 genetic variants. c. Digital conversion and fluorescence signal range. d. Scanning speed is about 5 1/2 minutes for a 49-format array, typical at 2.5 m pixelation. e. Digital conversion and fluorescence signal range has an enhanced fluorescence signal dynamic range of a full 16 bits of data precision (65535:1) due to high-speed data acquisition system. f. Auto-zero Subsystem; Auto-set Laser Power; Optical-Mechanical can read 3.5 um, measured at the 1/e2 points), resolution at 2.5 um pixilation, and 1.565 um pixilation enables scanning of the next-generation high density GeneChip band arrays and is capable of Photo bleaching. g. Solid-state Green Laser-highly reliable, solid-state, self-contained, diode-pumped, frequency doubled YAG laser. Conforms to all Electromagnetic Conformity for Class A Industrial, Scientific and Medical equipment for use in Industrial environments and the following Product Safety Standards for Electrical Equipment for Measurement, Control and Laboratory Use. h. Capable of expanding to accommodate future advancements in GeneChip technology by meeting the needs of emerging applications. i. The system must be capable of expanding with an optional AutoLoader which provides: A) Temperature-controlled environment to maintain long-term stability and integrity for up to 16 hours. B) 48-array removable carousel for unattended loading and unloading of experiments. C) Integrated experiment/sample tracking. j. The system and components must conform to the following standards for Electromagnetic Conformity for Class A Industrial, Scientific, and Medical equipment for use in Industrial environments: EN 61326-1, EN 55011, EN 61000-3-2, EN 61000-3-3, FCC Part 15 Certified by UL and T?V America to the following Product Safety standards for Electrical Equipment for Measurement, Control, and Laboratory Use: UL 61010A-1 Class OGTK and OGTK7, EN 61010-1, EN 60825-1 ? Tested to EN61326-1 EMC/ESD standard for industrial environments. 2. Personal computer system with a Pentium 4 processor 3.0 GHz, 1.0 GB memory, 120 GB hard drive, and Windows 2000/XP operation system, DVD+RW 4X Max DVD re-writeable drive, and 20? Flat screen LCD monitor (or equal). This computer is also designed with pre-installed specialized controller boards to control GeneChip Scanner and Fluidics Station through Affymetrix. 3. System software includes the Affymetrix GeneChip Operating System v1.0 + GeneChip Scanner 3000 High-Resolution Scanning Patch software which allows DNA variants analysis from high through-put genotyping application. The system must be compatible with existing Agilent software and equipment. DELIVERY - shall be F.O.B. Destination within four (4) weeks after receipt of the order. TRAINING shall be completed not later than two weeks after delivery. DOCUMENTATION - The Contractor shall provide one (1) set of the operations, repair and maintenance manuals, service instructions, and software operating instructions upon delivery. WARRANTY ? A STANDARD COMMERCIAL warranty on the equipment is required along with information on extended warranties and the costs. The Government has determined that Section 508 of the Rehabilitation Act of 1973, as amended, standards 1194.21 through 1194.22 AND 1194.24 through 1194.26 applies to the above system. All equipment, supplies and software must be ?Year 2000 Compliant?. Companies with the demonstrated capability and financial capacity to provide and service such equipment, warranty must submit a written substantive statement outlining the Company?s and systems? capabilities, available service agreements and consumables (including price lists) to the Contracting Officer within 5 days of publication of this notice. This is not a request for proposal. No solicitation is available.
