- The German Mission to NATO intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the procurement of a new construction cross-country pipeline between Aalen (Baden-Wurttemberg) and Leipheim (Bavaria). The estimated cost is not available. SCOPE OF PROJECT This project will involve approximately 80 km civil works delivery and laying of pipes, 7 valve pits, Donau River crossing by horizontal drilling work, cathodic protection, and remote control safety equipment. Although it is planned to place contracts covering works/services as a whole, the tender call may provide for subdivision into separate lots. Applications to supply private extension systems or other telecommunications installations that are to be connected with a public telecommunications network may only be submitted by firms licensed to do so by the Regulierungsbehorde fur Telekommunikation aund Post (RegTP), Heinrich-von-Stephan-Str. 1, 53175 Bonn - Bad Godesberg, Germany. A photostat copy of the license must be submitted with the application. REFERENCE INFORMATION The preliminary procedure for inviting Declarations of Eligibility is reopened for the ICB initiated by BAWV No. 68-05-11 (07/03) dated 26 August 2003. Statements of interest that were submitted within the specified time will continue to be considered and need not be resubmitted. Firms that are no longer interested in the solicitation for bids are requested to send appropriate notice to the Bundesamt fur Wirtschaft, Postfach 51 71, 65726 Eschborn, Germany. Period of Performance (approx.): October 2005 to December 2007 The reference of the Invitation for International Bid (IFIB/IFB) to be issued is IFB No. 68-05-11(07/2003) and all correspondence in relation to this procurement shall refer to this reference. The comparable U.S. Department of Commerce reference will be IFIB-GERMANY-2005-BAWV-No-680511. ELIGIBILITY Interested firms are introduced by their Diplomatic Representative in Germany (Embassy) by means of a Declaration of Eligibility as defined in AC/4-D/2261 (1996 Edition) Article 5 and Annex V. This Declaration of Eligibility (nomination letter) must be submitted by the U.S. Embassy to the German Federal Office of Economy and Export Control no later than 16 June 2005. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. Only firms having their place of business in one of the following member countries of NATO may bid on this project: Belgium, Bulgaria, Canada, Czech Republic, Denmark, Estonia, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Turkey, the United Kingdom, and the United States. All deliveries and works to be carried out for this project by a Contractor or Subcontractors shall be performed by firms from participating countries only. Security classification: None IMPORTANT DEADLINES 1. Final date for U.S. Embassy in Berlin to submit a Declaration of Eligibility (nomination letter) on your behalf: 16 June 2005. 2. The Invitation for International Bidding (IFIB/IFB) will be forwarded to those on the Bidder List on or after 8 July 2005. 3. Anticipated Bid Closing Date: 13 September 2005. Deposit for security of completion: Contract performance security: 5% of contract amount; Warranty security: 3% of contract amount Please note that the dates concerning the period of performance, the forwarding of the tender documents, and the submissions of bids are not final and that the competitive bidding may be delayed. CERTIFICATION ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Federal Office of Economy and Export Control in Eschborn, Germany. However, only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Berlin, which will in turn provide the Declaration of Eligibility to the contracting entity.
