Description

The National Institute of Standards and Technology (NIST) intends to negotiate for purchase of perpetual licenses and maintenance on a sole source basis with Synopsys Inc. 2025 NW Cornelius Pass Road, Hillsboro, OR 97124 under the authority of FAR 13.106-1(b) Soliciting from a single Source. Synopsys Inc. is the manufacturer of the Saber simulator tool that is known to be software compatible with NIST MAST modeling language. NIST multi-laboratory simulation and design project requires the exchange of models between the partner laboratories using the existing MAST modeling language models and the existing Saber software tool. NIST project goals require the use of the Hefner electro-thermal IGBT and buffer layer IGBT models. Synopsys Inc. is the only company know to market the Saber simulator and provide the following: Saber Simulator, Saber simulator perpetual NE maintenance, Saber sketch, perpetual NE license, Saber sketch, perpetual NE maintenance, Saber Inspecs add-on, Perpetual NE license, Saber Inspecs add-on, perpetual NE maintenance, Saber template library add-on, perpetual NE license, Saber template library add-on, perpetual NE maintenance, Saber component library add-on, perpetual NE license, Saber component library add-on, perpetual NE maintenance. A fixed price purchase order will be issued on or about June 6, 2005. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for completion.
