Description

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration, (NOAA), Eastern Region Acquisition Management Division intends to negotiate on a sole source basis with MariCal, Incorporated for SeaReady? trial services for the Green Lake National Fish Hatchery. These commercial services are in support of the Protected Resources Division of the National Marine Fisheries Service (NMFS), Gloucester, Massachusetts. MariCal is uniquely qualified based on its discovery of the specialized ion receptor proteins in Atlantic salmon. MariCal has developed this unique, proprietary SeaReady? process in an effort to create an ideal nutritional and ionic environment for freshwater smolts to enter sea water without osmotic stress. As part of its responsibility to recover Atlantic salmon, NMFS is proposing to use SeaReady? for increasing ocean survival of critically endangered Atlantic salmon As part of this effort, MariCal will treat and release 25 thousand SeaReady? fish with a corresponding group of 25 thousand Control smolt at an upriver site. The statutory authority for this proposed contract action is 41 U.S.C. 253(c )(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period of performance shall be from June 6, 2005 through March 30, 2006. The applicable NAICS code is 541710, Research and Development in the Physical, Engineering, and Life Sciences. The total estimated cost is anticipated to be below the Simplified Acquisition Threshold (SAT).
