- Description
- The Health Resources and Services Administration (HRSA) intends to issue a Request for Proposal (RFP) which will solicit proposals to provide Technical Assistance for Ryan White Comprehensive AIDS Resource Emergency (CARE) Act Grantees. The contractor will operate as a broker, drawing upon an extensive panel of peer and other professional consultants, established by the contractor and the Project Officer, which shall include experts who shall work with CARE Act grantees, planning councils, HIV care consortia, service providers, health planners, managerial and administration. The staffs who act as brokers shall function as professional administrators with demonstrated knowledge of contracting procedures, public health practices and HIV issues, and who shall have strong negotiation skills. Specific tasks shall include: 1) develop roster of consultants; 2) conduct on-site and web based request-driven technical assistance (TA); 3) conduct on-site and web based HAB-advocated TA; 4) develop TA products; 5) update and maintain TA resources, guidance, education and training; 6) establish and maintain a reporting system; and 7) provide reports. Optional tasks shall include: 1) training sessions on PLWH-related issues; 2) additional on-site or Web based request-driven TA visits; 3) Additional on-site or web-based HAB-advocated TA visits; 4) additional TA products; and 5) special initiatives. The solicitation will result in a cost plus fixed fee type contract. The anticipated period of performance is a twelve (12) month Basic period and four (4) twelve (12) month Option periods (total 60 months). This is a follow-on requirement to Contract Number 231-00-0112 and is set-aside for interested 8(a) companies only. Offers from concerns other than 8(a) businesses will not be considered.
