- This is a sources sought synopsis for small businesses to manage and administer the Compassion Capital Fund (CCF) National Resource Center (NRC). The primary purpose of the CCF National Resource Center is to provide program management and administrative support to the Administration for Children and Families (ACF) CCF Program Office. Such support will help ensure that organizations awarded grants under the CCF Program or related programs are able to fully meet the objectives and goals of their award and appropriately manage their grant.
