Description
The Federal Highway Administration (FHWA) has a sole source requirement to procure services from Penn State University. The University shall develop and conduct an experiment to determine if damage does or does not occur in the fatigue test described in A. Soltani and D. A. Anderson, ?Uniaxial Fatigue of Asphalt Mixes: A New Approach.? This study shall give the FHWA a better understanding of the fatigue behavior of hot-mix asphalt concrete mixtures. Penn State University is the developer of the test procedure and currently the only lab that knows how to operate the test and continue the services. This is a Simplified Acquisition and the anticipated award date is on or about May 8, 2005.
