Description
The Department of Transportation (DOT), National Highway Traffic Safety Administration (NHTSA), has a requirement to acquire a contractor to study and examine the effects of publicity, education, enforcement and engineering changes on drivers speeding in local neighborhoods and on pedestrian crashes for a thirty-six (36) months period. The title of the required study is ?The Heed the Speed Pedestrian Safety Program?. This same study was previously conducted in 2003 in two neighboring Arizona cities?Phoenix and Peoria. Three neighborhoods/streets were selected for study in each city. Heed the Speed was selected as the slogan for the speed reduction program and educational materials were developed for the program including street and lawn signs that displayed the slogan and logo, print materials for homeowners, parents, drivers, (including high school drivers), press releases for the two cities, inputs for homeowner?s association newsletters, and radio spots. Earned media included write-ups in local papers and participation in local television programs. Enforcement activities included special enforcement, training citizens to conduct neighborhood watches and deployment of speed trailers and photo speed enforcement trailers. Roadway treatments included installation of speed humps and tables and application of products to the roadway surface that gave an illusion of a roadway impediment or engineering treatment. The Government may reserves the right to conduct a pre-award survey or may require other evidence of financial capability to perform the work described in the solicitation, prior to the award of the contract. The period of performance is thirty-six (36) months. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offeror(s) shall be responsible for monitoring the Internet site for the release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is a small business set aside solicitation for a Firm Fixed Price Contract, and all responsible sources may submit a proposal that will be considered by the agency. Tentative procurement milestones for this requirement are: (1) Issuance of the RFP on or about June 1, 2005, (2) Proposals due on or about June 24, 2005. These tentative milestones are provided for contractor planning purposes and are subject to slight variations by the Government. Contractor?s request for extensions may not be granted.
