Description
The Department of Transportation, National Highway Traffic Safety Administration (NHTSA), has a requirement to acquire one or more contractors with qualified personnel, facilities and equipment to perform the inspection, compliance testing and reporting services to determine conformance with the requirements for Federal Motor Vehicle Safety Standard (FMVSS) No. 109, ?New pneumatic tires.?, for FMVSS No. 119, ?New pneumatic tires for vehicles other than passenger cars.?, and for FMVSS No. 139, ?New pneumatic radial tires for light vehicles.? The Government will provide test items to the Contractor as Government Furnished Test Items (GFTI). The Contractor in conjunction with the testing services will also require reporting services. Bidders must have the necessary testing facilities and equipment capable of meeting the testing requirement as specified by the Solicitation and Laboratory Test Procedures required tests for Phase B and Phase C for new pneumatic passenger car tires are described in TP-109-09, Test Procedures. The required tests for Phase B and Phase C for pneumatic tires for use on vehicles other than passenger cars are described in TP-119-04, section 4, Test Procedures. The required tests for Phase B and Phase C for passenger car tires are described in TP-139-01, section 12, Compliance Test Execution. The Government may require a demonstration test at the offeror?s expense prior to contract award using the testing facilities, personnel, and equipment that offeror proposes to use in the performance of the contract. NHTSA also reserves the right to conduct a pre-award survey or to require other evidence of financial capability to perform the work described in the solicitation, prior to the award of the contract. No subcontracting will be permitted. The Government reserves the right to make multiple awards for this procurement. The period of performance is twelve (12) months with two (2) additional two-year periods is contemplated. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the Internet site for the release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is an unrestricted solicitation for Firm Fixed Price Contract, and all responsible sources may submit a proposal that will be considered by the agency. Tentative procurement milestones for this requirement are: (1) Issuance of the RFP on or about June 1, 2005; (2) Proposals due on or about June 24, 2005. These tentative milestones are provided for contractor planning purposes and are subject to slight variations by the Government. Contractor?s request for extensions may not be granted.
