Description

The Air Force Office of Scientific Research (AFOSR), Arlington, VA, intends to solicit and award a sole source, 3-month Firm-Fixed Price Contract under Federal Acquisition Regulation (FAR 6.302-1)the University of Maryland. The proposed contract action is for non-personal services. The contractor will provide AFOSR and the Department of Defense (DoD) with a world-class expert in aerospace research. The contractor will provide input to the Director, Office of Basic Sciences on issues related to a variety of Air Force basic research programs. The selected contractor also will supply advice and support to the Defense Basic Research Advisory Group and Deputy Under Secretary of Defense Laboratories and Basic Sciences on all defense-related basic research topics. The contractor will be responsible for all actions associated with coordinating, writing, and editing the Defense Basic Research Plan. The selected contractor must possess a broad background in aerospace science and technology and substantial experience working with universities, government laboratories, and industry that will enable him or her to work effectively in the position. The selected contractor must possess an expert knowledge of DoD work force and personnel issues. The selected contractor will be responsible for coordinating and overseeing the Government/Industry Cooperation with University Research (GICUR) Program in microelectronics. The contractor will provide oversight and coordination of the DoD/NASA University Research, Engineering and Technology Institutes (URETI) at AFOSR. The awardee must be able to present at conferences, symposia, and university research meetings on any topic related to DoD basic research. The anticipated award date is 1 Jul 05. See Note 22.
