Description
This is an Amendment to combined synopsis/solicitation W31P4Q-05-T-R017. The purpose of this Amendment is to answer questions received, to clarify the requirement, and to extend the response date. Q. 1. What is the rating of the eddy-current dynamometer in Horse Power & RPM? A. 1. 150 hp and 13,000 rpm Q.2. What Rpm range will the dynamometer run at, Minimum and Maximum. A.2. 0  13,000 rpm Q.3. Where did the part number come from? Who assigned them? A.3. Part numbers listed in original solicitation came from a vendor. It has been determined that the part numbers listed were incorrectly shown as vendor specific and therefore, the requirement is being corrected in this Amendment. Q.4. Part number 1200A-2397, what does it contain? A.4. This part number is vendor specific and therefore, the requirement is being changed in this Amendment. Q.5. Engine docking cart, for what engines? A.5. Generic cart flexible to mount small engines. We will build cradles and adapters for various engines which will mate to a common mechanical interface on the cart. The purpose of the cart is to ease the task of moving the engines around but be reusa ble for different engines to reduce costs. The following is the revised statement of work. It should be noted that the requirement is for the purchase of an eddy engine dynamometer system, items 1 through 6. Items 7 through 12 are to be evaluated at the same time and shall be included with the aw ard of the dynamometer system. Award of Items 7 through 12 may or may not be made. Award shall be made based upon the lowest priced, technically acceptable quote. This system will be used to determine the performance of piston type and Wankel type internal combustion engines and gas turbine shaft power engines. The system should consist of a device to load the engine, devices to measure engine performance parameter s (e.g. speed, temperatures, fuel & air flow, etc.), devices to control engine operation (i.e. start, stop, throttle, etc.), and devices to display engine performance and control parameters. 1. Engine loading device (e.g. dynamometer) requirements. a. Will accommodate piston type internal combustion engines in the range of 30 to 150 hp. b. Will accommodate Wankel type internal combustion engines in the range of 30 to 150 hp. c. Will accommodate gas turbine shaft power engines in the range of 30 to 150 hp. d. Will operate at a minimum speed range of 0 to 10,000 rpm. e. Will be appropriate for loading the engine types listed in items 1.a through 1.c throughout their normal operating range. f. Will support RPM closed-loop setpoint operation and loading as a function of engine speed.. g. Will include any heat exchanger system necessary to dissipate the power absorbed by the engine loading device including any recommended maintenance items (e.g. water descaling unit). h. Will include recommended NIST-certified calibration hardware (e.g. weights). i. Will include all platforms, tables, fixtures, and mounting hardware necessary to secure the engine loading device for use with the engines. j. Will include a stand mounted sensor box for instrumentation. k. Will include any necessary support rails for mounting sensor boxes and cables. l. Will include any necessary relay enclosure boxes. 2. A system console will be provided which will allow the user to monitor and control the engine operation. a. Will be located up to 100 ft. away from the engine. b. Will be possible to configure the system console to display any and all inputs and control any and all outputs. c. Will include Engine kill switch consisting of large mushroom type button which when pressed will immediately open a set of contacts attached to an output port on the system. This port will be capable of switching a minimum of 24V at 5A. d. Will include engine start switch consisting of a momentary switch with a physical mechanism for preventing unintentional cranking. e. Wi ll include an electronic throttle control system with adjustable stroke which will generate a 5V digital pulse of adjustable width and period. At a minimum it should be able to produce a 0.5-2.5 milliseconds width pulse every 15-30 milliseconds adjustable in 1 microsecond steps. f. Will include a manual throttle control system with adjustable stroke for mechanical throttle control using a lever control. g. Will include an engine loading control which will control to engine speed (RPM) or load as a function of engine speed. 3. An engine starter capable turning an engine in the specified power range at least 1200 RPM will be provided and will be controlled from the system console. The starter will not load the engine or affect the performance of the engine loading device afte r the engine has started. 4. The data recording system requirements. a. Will be capable of sampling and recording all measured parameters a minimum of 10 times per second and will include necessary filtering to prevent aliasing at the recording rate selected. b. Will allow turning data recording on and off prior to or during an engine run without affecting the operation of the system or engine. c. Data will be placed in a tab delimited, ASCII text file. When data recording is turned on and off during a run the data will be appended to the same file. In addition to test data the file will contain the following information. i. Title. ii. Date & time of test. iii. Data channel identifiers. iv. Data channel units. v. Accurate time stamps for each block of data sampled at a particular time. d. Will provide at least one isolated digital output capable of sinking at least 10ma and switching 30V to synchronize other data acquisition systems. e. Will provide calibration kit necessary to calibrate 5-exhaust gas analyzer. 5. Will measure the following engine parameters. a. Fuel mass flow rate. b. Air mass flow rate. c. Oil mass flow rate. d. Engine rotational speed. e. Engine torque and power. f. Ambient atmospheric conditions (Barometric pressure, temperature, humidity). g. Exhaust 5-gas analyzer including CO, NOX, HC, CO2, O2. h. Air fuel ratio. i. Lambda ratio. 6. Will allow for additional pressure measurements as follows. a. Pressure sensors of the ranges (1) 10 H20, (1) ?2.5 psi, (2) ?10 psi, (1) 0-50 psi, (1) 0-100 psi, and (1) 0-300 psi will be supplied with the system. b. Electrical connections and mounting positions will be provided for 8 additional pressure sensors. The following items may or may not be purchased depending upon funding level available at time of award. Please price separately. 7. Adjustable rolling engine cart for transporting and docking engine to dynamometer. 8. Additional system I/O connections. a. Eight 4-20 ma analog inputs. b. Eight 4-20 ma analog outputs. c. 16 differential 0 to 10V analog inputs. d. 4 differential 0 to 30V analog inputs. e. Eight 0-10 VDC analog outputs. f. 32 thermocouple inputs. The hardware and software should accept any type thermocouple (J, K, T, E, etc.) the user wishes to attach. g. 8 RTD inputs and excitation supporting RTDs with nominal resistances from 100 to 1000 ohms. h. 16 closures (normally open) capable of switching a minimum of 24V at 5A. i. 8 isolated digital outputs capable of sinking at least 10ma and switching 30V isolated. j. 4 pulsed 5V outputs with adjustable width and period. At a minimum it should be able to produce a 0.5-2.5 milliseconds width pulse every 15-30 milliseconds adjustable in 1 microsecond steps. 9. 3-year service contract including parts and labor. 10. On-site product setup, demonstration, and commissioning. 11. On-site 3-day product training including travel expenses to Huntsville, Alabama. 12. Power transmission coupling device(s) to connect dynamometer to engines in the range of 30 to 150 hp and 0 to 10,000 rpm. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquis ition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award.
