- The U. S. Army Medical Reserch Acquisition Activity (USAMRAA) on the behalf of the Deputy Chief, Resource Management and Procurement, TRICARE Management Activity (TMA) is conducting Market Research for the requirement described herein. This is not a formal solicitation or a request for proposals. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this announcement. The Government will not p ay for information received as a result of this announcement. The Office of the Deputy Chief, Resource Management and Procurement, has the responsibility for the planning, programming, and program execution of TMA human capital management. TMA is workin g to establish a Human Capital Management Committee, chartered with the responsibility for providing advice, guidance and direction for the implementation of the newly mandated Department of Defense (DoD) performance recognition and pay for performance pro gram. The future TMA Human Capital Management program will be capable of providing the foundational business rationale and models for the development, implementation and management of such subject areas as Awards Pool, Awards, Manpower, Performance Manag ement, and Position Management. The purpose of this Request for Information (RFI) is to discover all interested and available sources capable of supporting a comprehensive human resources program. Respondents are asked to share information about your capa bilities in developing a long-term sustainable pay for performance personnel program tailored for TMAs use. In response to this RFI, clearly describe your companys professional services and support capabilities and relevant experience. This market surv ey in being conducted in accordance with the requirements mandated by FAR Part 12, Acquisition of Commercial Items, specifically under the policy set forth in FAR part 12.101. The procedures for a Market Survey and subsequent review of the information o btained as a result of the RFI shall be conducted in accordance with FAR part 10.001, Market Research. The result of this market research may result in a future synopsis announced in the FEDBIZ OPS as a request for proposal or request for quote. Submissio n packages shall be identified with the following legend, Human Capital Management Support Services, and marked with the RFI number JK-11-05. To be of greatest value responses should be received by 4PM EST. June 10, 2005. Electronic responses, no more than 10 pages in length, are preferred. Please submit to jamie.kiser@amedd.army.mil.
